The concept of “technical customer” was introduced as a separate paragraph in Article 1 of the Town Planning Code of the Russian Federation by Federal Law No. 337-ФЗ dated November 28, 2011 “On Amendments to the Town Planning Code of the Russian Federation and certain legislative acts of the Russian Federation”. Since July 1, 2017, after the entry into force of the amendment to the Town Planning Code of the Russian Federation, all companies that perform the functions of a technical customer are required to be members of relevant self-regulatory organizations . [2]
Functions
After obtaining a building permit, the technical customer draws up a work schedule, which is approved by the investor. Before the builder, the technical customer is responsible for the contractor, the construction materials used, workmanship, deadlines, costs according to the initial estimate. This delegation of functions allows the developer to control the work on the site saving their own time. [3] [4]
