Bill of quantities

Bill of quantities (BOQ) or Work breakdown structure (WBS) internationally is a document used in construction for a tender.

Typically, the Bulletin of scope of work includes a list of materials, equipment, work and certain additional costs necessary for the implementation of the project. Unlike Estimates or other price calculations, the Bulletin of quantities does not contain data on actual cost, but determines only the filling of the list of costs for further evaluation [1] .

Positions in the Bulletin of works of priority have typical units of measurement (m, m, m, m, kg, t, day, month, etc.), while the use of generalized options (kit, percentage, reserve amount, lump sum and the like).

The development of the Bulletin of works assumes that the design is completed and the specifications are developed in full for a separately selected design stage.

In practice, the Bulletin is provided to contractors to fill in the costs, thereby standardizing the format for issuing commercial offers from participants. The statement of work volumes simplifies the work of tenderers in assessing the cost of construction work, allowing them to rely on the volumes unified for all participants (instead of collecting volumes from separate parts of the project documentation), the Statement of work may also include additional cost items that must be separately identified in as part of a commercial offer from a participant.

Content

Development

Typically, the Bulletin of Scope of work is developed by pricing specialists or estimators based on project documentation.

The statement may have a different level of detail, depending on the level of elaboration of project documentation, available data, as well as the purpose of further use. There are various approaches to the formation of Vedomosti, while most of the differences relate to the level of detail and the practice of accounting for "non-construction" costs [2] .

The bill of quantities, in addition to materials, equipment and construction work, usually takes into account “non-construction costs”, which are allocated in separate blocks, but are not determined by project documentation. Such costs may include insurance costs, hedging of risks, design work, research, etc.

Contingencies

Contingency costs are often included as a separate line item in the Bulletin of Scope of Work .

These costs should predictively take into account possible unaccounted for costs at this stage, which are highly likely to appear at the construction stage.

Two types of Contingencies are practiced.

The first is a named list of possible costs (for example: “Construction of an additional SPS”), that is, a known and described risk is introduced.

The second is the reservation of a fixed amount or% of the cost, that is, taking into account the general risk of uncertainty in the project.

Bulletin of work in Russian terminology

The bill of quantities was previously determined at the legislative level, but with the evolution of the construction industry, this definition was excluded as a term from the legislation, and it is not uncommon for references to it to be found in other by-laws. At the moment, there is a conflict of the borrowed and established term, therefore, when mentioning the Bulletin of the scope of work, it is necessary to clarify in which interpretation it is used.

At the moment, even the need to develop a Bill of quantities raises questions [3] . This is due to the high labor costs for the development of the Bill of quantities in accordance with previously abolished standards, since for its creation it is necessary to significantly refine the design documentation regarding the requirements of Decree of the Government of the Russian Federation N 87.

The main documents that determined the Bill of quantities :

1. According to the Decree of the Government of the Russian Federation of February 16, 2008 N 87 “On the composition of sections of project documentation and requirements for their maintenance” [4] in the structure of project documentation developed in accordance with the said decree, the inclusion of a list of volumes of construction and installation works is not provided .

2. Previously, these VOR were part of RD. Statement of volumes of construction and installation works GOST 21.111-84 [5] .

3. Now MP 21.01-95 [6] indicates:

The specification of equipment, products and materials is a text document that defines the composition of equipment, installations (blocks), products, devices and materials provided for by the working drawings of the corresponding main set. The document is essentially a summary specification for the corresponding basic set of working drawings and is intended for the acquisition, preparation and implementation of construction, as well as for the preparation of budget documentation resource (resource-index) method.

This is actually a specification, but not a bill of quantities .

4. In fact, there are currently no clear requirements for the composition and type of VOR; this is at the level of legislative documents.

But there are the Governments of the Russian Federation dated 05/18/2009 No. 427 [7] , and clause 4.1 of the IBC 81‑35.2004

The basis for determining the estimated cost of construction may be:

initial customer data for the development of budget documentation, predesign and design

documentation, including drawings, statements of volumes of construction and installation works,

specifications and statements of equipment needs, decisions on organization and priority

of construction adopted in the project of the organization of construction (PIC), explanatory notes to

design materials, and for additional work - field supervision sheets and acts on

additional work identified during construction and repair work;

Thus, indirectly again, the Bill of quantities is considered part of the design documentation. With the passage of the GGE, this is interpreted just like that, in the GGE, the Estimates are compared with the VOR to confirm the volumes in the estimates.

In fact, the old design institutes work along the old path, where engineers for the estimated department form the BOP on the basis of PPR and Technological maps.


Most participants in the construction industry in the commercial segment use the term Bill of quantities as the equivalent of Bill of quantities , while complex projects with public funding are most often forced to develop WWII according to outdated terminology due to the requirements of the FAA Glavgosexpertiza Rossii.
