Nurbakh Turarovich Rustemov Born on January 31, 1965 in the city of Turkestan, South Kazakhstan Region.
In 1986 he graduated from the Almaty Pedagogical Institute of Foreign Languages with a degree in English.
In 1989, he graduated from the Higher Komsomol School under the Komsomol Central Committee with a degree in political science.
He graduated from the Diplomatic Academy of ENU. L. N. Gumilyova, majoring in “Specialist in International Relations,” and Kazakh-Russian University, majoring in law.
In 2002 he defended his Ph.D. degree in economics, the topic of the dissertation: "Strategic planning in the social sphere of the national economy of the Republic of Kazakhstan."
Diplomatic rank - Extraordinary and Plenipotentiary Envoy of the 1st class.
He speaks English and Turkish.
