The author of more than 200 scientific and educational publications, including 3 copyright textbooks and 16 monographs ^[2] .

In 1975, he graduated with honors from the Moscow Institute of National Economy named after G.V. Plekhanov ^[3] . He worked in the USSR State Planning Committee, the USSR State Committee for Science and Technology. He served in the engineering troops of the Soviet Army . He was the chief economist of MPO Vympel, the chairman of the board of the Russian Investment and Commercial Bank for the Development of Information Structures, led the departments at the G.V. Plekhanov Russian Academy of Economics and the Institute of Economics of the Russian Academy of Sciences , and was the director of the Institute for State Regulation of Economics at the State Academy of Investment Specialists.

Member of the Expert Council under the Chairman of the Government of the RSFSR (1991-1992), Expert Council under the President of the Russian Federation (1992-1993), Expert Council under the Government of the Russian Federation (1993-2004), expert of the United Nations Industrial Development Organization ( UNIDO ) (1984-1986), Member of the Council of the Savings Bank of the Russian Federation (1992-1994) ^[4] , first president of the Alumni Association of the Russian Academy of Economics named after G.V. Plekhanov (1992-2000). He founded the scientific and analytical journal “Innovations and Investments” (2004).

Honorary Doctor of the Chuvash State University named after I.N. Ulyanov and the Kama Institute of Humanitarian and Engineering Technologies.

The author of a series of studies on economic theory, history and prospects of the domestic and world economy, published in 1991-2018. In recent years, in the sphere of special attention of the author, the whole range of problems and tasks associated with the effective transition of the Russian economy to a new technological structure.
