Biography
Victor Anokhin was born on January 17, 1942 in the village of Leonovka ( Medvensky district ); In 1969 he graduated from the Law Faculty of Voronezh State University (with honors). In the period from 1979 to 1983 he studied in absentia at the graduate school of the Institute of State and Law of the Academy of Sciences of the USSR (“without interruption from production”); worked in the apparatus of the Central District Committee of the CPSU in the city of Voronezh (1969-1976). In 1983 he defended his Ph.D. thesis, carried out under the direction of Igor Tanchuk, senior research associate of the institute, on the subject of the “Agreement on the Organization of Logistics of Consumers”. He was the head of legal departments in several Voronezh business organizations: from August 1976 he was the head of the legal department with arbitration in the Central Black Earth Division of the Glavsnab (Centrchernozemglavsnab), and from 1986 to 1987 he was the head of the legal department of the Agro-Industrial Committee of the Voronezh Region .
Since the end of the existence of the USSR , in 1987, Anokhin took up the post of chief state arbiter for the Voronezh region. In 1992, already in Russia, he became chairman of the Arbitration Court of the Voronezh Region (until 1995 - chairman of the Voronezh Regional Arbitration Court); held this post for two decades, until 2012 (retired in February). In 1996, at the Department of Labor and Economic Law of Voronezh University (Voronezh State University), he successfully defended his doctoral dissertation on the topic “Protection of the rights of entrepreneurs in an arbitration court (theory and practice)”; became a doctor of law .
Victor Anokhin worked as a teacher at the Law Faculty of Voronezh University since 1981 (concurrently); in addition, he taught at the Voronezh Institute of Economics and Law (since 1996), as well as at two branches of the Russian State Social University, located in Voronezh and Kursk (since 2000). He was a teacher of law at Southwestern State University . At the Fifth All-Russian Congress of Judges, held in November 2000, he was elected a member of the Higher Qualification Collegium of Judges ; in October 2002 he became a professor at Voronezh State University. He died on October 29, 2015 in Voronezh - "after a long illness."
Works
Victor Anokhin was the author and co-author of more than two hundred scientific works: including 27 (according to other sources - 25) monographs , two textbooks for higher education institutions and six teaching aids. The works were mainly devoted to the problems of protecting the rights of entrepreneurs in arbitration proceedings, including substantive and procedural aspects. According to the Voronezh State University, "he paid great attention to ensuring the rights and legitimate interests of legal entities, observing the rule of law in business relations and in arbitration proceedings, improving entrepreneurial legislation, increasing the authority of the court and the effectiveness of its activities." In his works, he identified three features of the “subject of business law ”: organizational unity, property independence, as well as the presence of special rights and obligations (special competence) [3] .
