Biography
Vladimir Nikolaevich Shepel was born on October 11, 1947 in Khabarovsk in the family of a military man.
In 1954, after the demobilization of his father from the army, the family moved to Ukraine. Vladimir Shepel lived and studied until 1965 in the city of Zolotonosha, Cherkasy region. After graduating from high school, he left for Almaty .
In 1966 he entered and in 1971 he graduated from Kazakh State University. CM. Kirova is a teacher of history and social studies.
In 1976 he entered and graduated from the University of Marxism-Leninism of the Alma-Ata Regional Committee of the Communist Party of Kazakhstan in 1978 with a degree in political science.
