History
In the XIV-XV centuries, the central Ukrainian principalities became part of the Grand Duchy of Lithuania . From 1569 to 1795, Poland and Lithuania were part of the Commonwealth , which included most of modern Ukraine [1] . Until 1918, Lithuania and Ukraine were part of the Russian Empire , and until 1991 they were part of the USSR .
Starting in 1906, Ukrainian and Lithuanian national movements collaborated within the framework of the Union of Autonomists , the Union of Peoples , the League of Foreign Peoples , ABN and other associations. The interwar Republic of Lithuania supported the OUN , considering it an ally in the fight against Poland [2] [3] .
After independence, relations between Lithuania and Ukraine were warm, especially after the Orange Revolution , during which then-President of Lithuania Valdas Adamkus actively expressed support. In November 2009, a number of agreements were signed, including the mutual recognition of university diplomas and cooperation in the field of preservation of cultural heritage. In addition, Lithuania promised support for Ukraine with membership in the European Union and NATO [4] [5] .
In 2013-2014 Lithuanian state institutions strongly supported Ukraine, various Lithuanian politicians (Vytautas Landsbergis, Petryas Aushtryavichyus , Loreta Graužinene and others) participated in peaceful rallies in Kiev , Lithuanian President Dalia Grybauskaite expressed support for Ukraine during the political crisis in this country [6] . The President of Lithuania, demonstrating support for Ukraine, called Russia a terrorist state because of the support of separatists fighting in eastern Ukraine [7] . In January 2015, Lithuania requested a meeting of the UN Security Council in connection with the ongoing armed conflict in eastern Ukraine [8] . In 2015, the former President of the Sejm of the Republic of Lithuania Vytautas Landsbergis said that he considered the Second Minsk Agreement worse than the Munich Agreement , signed on September 30, 1938 by British Prime Minister Neville Chamberlain , French Prime Minister Eduard Daladier , German Chancellor Adolf Hitler and Italian Prime Minister Beno Mussolini [9] .
The Sejm has a parliamentary group on interparliamentary relations with Ukraine, and in 2017, an interim parliamentary group was established that supported reforms of the Ukrainian government [10] .
Diasporas
According to the 2011 census, 0.5% of the population of Lithuania are Ukrainians [11] . At the same time, about 11,000 Lithuanians are citizens of Ukraine.
Relations between Lithuanian and Ukrainian Emigrants
In 1984-1985 at the debate over the annulment of Yalta’s decisions on the American side, the opinion of the Lithuanian community of the USA and the Committee of the American Ukrainian Congress coincided - the United States did not seek to cancel the decisions of Yalta - such an initiative was put forward by the Polish diaspora organization Pomost on the basis that the decisions of Yalta were contrary to the Atlantic Charter , ensuring independence during war for the occupied states. The initiative was supported by the Latvian, Estonian diaspora organizations and WLIK [12] as opposed to the Atlantic Charter. After a consensus with the director of the Platform, Adam V. Kirnik, a coordinated resolution was announced in which the introduction mentions, among other things, Lithuanian and Ukrainian partisan movements as breakthroughs of resistance of the peoples of Central and Eastern Europe [13] .
