Biography
Born March 30, 1955 in Moscow. Father - Rais Abdulkhakovich Tuzmukhamedov (1926-1996), a Soviet and Russian international lawyer. Mother - Lola Alimovna Sharafutdinova (1933-2007), art critic; brother - Erkin Raisovich Tuzmukhamedov .
B.R. Tuzmukhamedov graduated from the International Law Faculty of the Moscow State Institute of International Relations at the Ministry of Foreign Affairs of the USSR in 1977, and in 1983 there he received a degree of candidate of legal sciences . In 1994, he graduated from Harvard Law School .
Professional Activities
In 1992—2016 he worked in the Secretariat of the Constitutional Court of Russia . In 2009, on the proposal of the Government of the Russian Federation, the UN Secretary General appointed B. R. Tuzmukhamedov to the post of judge of the first instance of the UN International Criminal Tribunal for Rwanda [1] [2] . From 2012 to 2015 - judge of the Appeals Chamber of the UN International Criminal Tribunals for Rwanda [3] and the former Yugoslavia. [four]
At different times, B. R. Tuzmukhamedov was an adviser to his country’s delegations to the UN Special Committee on Peacekeeping Operations and the Indian Ocean Special Committee, a civil affairs officer in the UN Forces in the former Yugoslavia [5] , a member of the UN Institute’s expert group on the study of disarmament problems, was part of a group of experts on the study of customary international humanitarian law under the auspices of the International Committee of the Red Cross (ICRC) [6] , was a member of the Group of Governmental experts on deadly autonomous systems, etc.
In 2016-2018, he was a leading researcher at the Diplomatic Academy of the Russian Ministry of Foreign Affairs .
Scientific and teaching work
Boris R. Tuzmukhamedov has significant experience in teaching at the Diplomatic Academy of the Russian Ministry of Foreign Affairs, The Hague Academy of International Law , the School of Law of the University of Virginia , and other universities in Russia and abroad.
He is a member of the American and European Societies of International Law, a member of the International Institute of Humanitarian Law, a co-founder and member of the Council of the International Law in the 21st Century Award, a member of several other professional associations.
B. R. Tuzmukhamedov is the author of numerous works on various international legal problems of international peace and security, including arms control , the use of force, peacekeeping operations , as well as international law in constitutional jurisdiction. Deputy editor-in-chief of the Moscow Journal of International Law. Interview participant, author of comments and expert opinions in periodicals and other media.
