Biography
The son of a teacher. He studied philology at the University of Bucharest , then law at the University of Paris , where he received a Ph.D. in law.
In 1926-1929 he worked as a secretary of the United Arbitration Court in Paris , as an adviser to the expert department for languages and nationalities at the League of Nations in Geneva .
In 1931-1933 he was a member of the Permanent Delegation of Romania at the Conference on Disarmament of the League of Nations. He served as Ambassador Extraordinary and Plenipotentiary and Minister in The Hague (1933-1935) and Warsaw (1935-1936).
He established himself as a talented journalist and publicist , author of several articles published in many Romanian newspapers and magazines.
In April 1944 he was sent to Cairo to discuss a truce with the Allies, but negotiations were unsuccessful. After the arrest of the government of Antonescu , he was appointed Minister of Foreign Affairs (November 4, 1944 - March 5, 1945) in the government, led by Konstantin Senatescu and Nicolae Radescu .
In 1946, he refused to enter the new government, controlled by the communist authorities, secretly left Romania and lived the rest of his life in the United States .
In November 1947 he was sentenced in absentia by a military court of Bucharest to 15 years in prison with confiscation of property and 50,000 lei fine.
After World War II, King Mihai I appointed him president of the National Committee of Romania, an anti-communist organization of Romanian exiles in the West. The NKR was the government of Romania in exile. Acted as head from 1948 to 1975.
He died in Washington on January 4, 1994.
