Biography
Since 1929, he was a member of the Catholic Youth , could not graduate from high school, since in 1933 his father was unemployed. He completed a course in commerce in textile production at a vocational school in Mönchengladbach . In 1938 he was mobilized for work, then transferred to military service. In 1941-1942 he participated in the battle for Moscow and suffered severe pneumonia . He ended the war as an infantry lieutenant [3] .
In 1944 he took an active part in the creation of the CDU . From 1950 to 1963 he worked at the . In 1957 he was elected to the Bundestag and retained his mandate until 1980 [4] , in 1960 he entered the federal board of the CDU [5] .
October 26, 1965 received the portfolio of the Minister of Labor in the second government of Ludwig Erhard , December 1, 1966 retained it during the formation of the Kiesinger government. On October 21, 1969, Willy Brandt's government was formed, into which Katzer did not enter.
From 1979 to 1984 - Member of the European Parliament . In 1979, he was a member of the Transport Committee, from 1979 to 1982 - deputy chairman of the European Parliament, from 1983-1984 he was a member of the Delegation for Relations with the People’s Republic of China.
