Biography

He was born in 1850 in the family of the pharmacist Andrei P. Ulrich of the Orthodox faith who owned the estate in the city of Zadonsk [1] and his wife Alexandra Pavlovna, the owner of the Ulrich and Son pharmacy store [2] . In 1873 he graduated from the Physics and Mathematics Department of St. Petersburg Imperial University .

He served as an official of the Cabinet of His Imperial Majesty :

With the rank of College Secretary, sent to the Nerchinsky Mountain District

In 1896 - 1899, with the rank of Titular Advisor - Assistant to the Head of the Nerchinsky Mountain District

In 1899 - 1901 - the head of land management of the Altai mountain district

In 1901 - 1906, with the rank of Collegiate assessor , he was the head of the Nerchinsky mountain district , from 1903 - the Court Counselor , from 1905 - the College Counselor , and from 1907 - the State Councilor .

In 1905, he was awarded the Gratitude of Her Majesty Empress Maria Fedorovna “for her assistance in procuring forest materials for the Red Cross in Chita and, in general, for his responsive participation in the activities of the Red Cross” [3] . He was awarded the Red Cross medal "In memory of the Russo-Japanese War" .

On December 9, 1907, together with the merchant Grigory Maksimovich Kuznetsov, who corrected the position of the Novonikolayevsky town elder, he signed the Act on transferring the land of Altai District to the city of Novonikolayevsk [4] .

Honorary Justice of the Peace of Tomsk District Court since 1900 and Chita District Court since 1904 .

So, on the issue of selling cabinet land to private individuals for industrial facilities, he took a cautious position, believing that "the industrial development of the region will sooner or later violate the principle of inalienability not only for the lands remaining in the office of His Majesty’s Cabinet, but also for peasant land." More important for him were the factors that impeded the development of the local manufacturing industry - the rarity of the population and, as a consequence, the lack of labor, poorly developed communication routes, which complicated the delivery of products to sales outlets, the low capacity of the local market for the sale of factory products, etc. As a result, "Alienation of land for factory enterprises" ... the measure is more likely an incentive rather than arising from the pressing needs of the region.

Since 1910 - retired, transferred to St. Petersburg , “for merits” he was awarded the rank of His Imperial Majesty in the Cabinet , with a maintenance of 8,000 rubles, until 1917 he was at the disposal of the Cabinet of the EIV . He lived on Catherine’s Canal, 8 .

Married to Varvara Ivanovna Lermontova ( 1851 - 1936 ), daughter of Ivan Nikolaevich Lermantov ( 1810 - 1888 ), a Moscow nobleman, participant in the Polish campaign of 1831 and Maria Nikolaevna Chirikova , second cousin of the poet Mikhail Lermontov .
