Fundamentals of state cultural policy

As noted in the preamble of the document, the legal basis of the Fundamentals is the Constitution of the Russian Federation ^[2] .

The federal law “Fundamentals of the legislation of the Russian Federation on culture” was signed by Boris Yeltsin back in 1992 ^[3] and adopted by the State Duma on November 23, 1994 ^[4] . In 1999, Federal Law No. 115-ФЗ On Introducing Amendments and Additions to the Law of the Russian Federation "Fundamentals of the Legislation of the Russian Federation on Culture" ^[5] was adopted, which was subsequently repeatedly amended ^[6] .

The working group on the preparation of the new document was led by the head of the RF AP Sergey Ivanov ^[7] ; his draft was published on the official website of the President of the Russian Federation, as well as in the Rossiyskaya Gazeta ^[8] .

As noted in the document, the main goal of the state cultural policy is the formation of a harmoniously developed personality and strengthening the unity of Russian society through priority cultural and humanitarian development.

“The objectives of the state cultural policy are also:

• strengthening civic identity;
• creation of conditions for the education of citizens;
• preservation of historical and cultural heritage and its use for upbringing and education;
• transmission from generation to generation of traditional values ​​and norms, traditions, customs and behavior patterns for Russian civilization;
• creating conditions for each person to realize his creative potential;
• providing citizens with access to knowledge, information, cultural values ​​and benefits. ”

The main principles of state cultural policy, the document calls:

• “Territorial and social equality of citizens, including citizens with disabilities, in the exercise of the right to access to cultural property, participation in cultural life and the use of cultural organizations;
• openness and interaction with other peoples and cultures, the idea of ​​Russian culture as an integral part of world culture;
• compliance of economic, technological and structural decisions taken at the state level with the goals and objectives of the state cultural policy;
• creative freedom and non-interference of the state in creative activity;
• delegation by the state of part of the authority to manage the sphere of culture to public institutions ” ^[9] .

By order of the Government of the Russian Federation dated February 29, 2016 No. 326-r, the State Cultural Policy Strategy for the period until 2030 was approved, which is a strategic planning document developed as part of the goal-setting on an intersectoral basis. As noted in the preamble of the Strategy, it was developed in fulfillment of the Fundamentals of the state cultural policy and is aimed at realizing their goals and objectives; “Based on the Constitution of the Russian Federation, international treaties, agreements and conventions to which the Russian Federation is a party, the National Security Strategies of the Russian Federation , the Concepts for the Long-Term Socio-Economic Development of the Russian Federation until 2020, the Fundamentals of State Cultural Policy, and other strategic planning documents, developed as part of goal setting ” ^[10] . It is noted that one of the expected results of the implementation of the Strategy will be “the formation of a new value-oriented model of state cultural policy, which also includes the regional dimension, taking into account the federal structure of the Russian Federation” ^[11] .
