Evgeny Parfirevich Gubin (born April 28, 1949 , Moscow ) - Russian lawyer , Doctor of Law (2005), professor and head of the Department of Entrepreneurial Law of Moscow State University ; Honored Lawyer of the Russian Federation (2010), arbitrator of the International Commercial Arbitration Court at the Chamber of Commerce and Industry of the Russian Federation ; Editor-in-chief of the journal Entrepreneurial Law.

Biography

In 1977 he graduated from the Law Faculty of Moscow State University. M.V. Lomonosov , after which he entered the graduate school of the Department of Civil Law in the same place. Three years later, he defended his thesis on the topic "Ensuring Interest in Civil Law Obligations"; became a candidate of law .

In the period from 1980 to 1989, Gubin was a teacher at the Department of Civil Law; in 1988 became her assistant professor . At the end of the existence of the USSR , in 1989, he moved to the newly created Department of Entrepreneurial Law, which was also part of the Faculty of Law of Moscow State University. In 1990, he completed a scientific internship at the Humanitarian American University (District of Columbia , USA ); eight years later, he trained at the Leuven Catholic University ( Belgium ). Since 2001, is the head of the Department of Business Law. In 2005, he successfully defended his doctoral dissertation on the topic “Legal Problems of State Regulation of a Market Economy and Entrepreneurship”; became a doctor of law . He became a professor at Moscow State University in 2007.

As of 2019, Yevgeny Gubin taught the full course of business law, as well as two special courses: on state regulation of a market economy and entrepreneurship, and (together with other teachers) on theoretical problems of business law. He was the chief editor of the scientific journal "Entrepreneurial Law" and was a member of the academic council : both the law faculty of Moscow State University and the entire Moscow University. Member of the editorial board of the journal “ State and Law ”.

Evgeny Gubin was a member of a number of legislative works; he was among the experts at the Ministry of Economic Development of the Russian Federation , at the Russian State Depositary Insurance Agency (DIA), and also was one of the experts of the Central Bank of Russia . In addition to teaching and research, Gubin is an arbitrator in the International Commercial Court, established under the Russian Chamber of Commerce and Industry; he is a member of the arbitration court organized by Gazprom . In addition, Gubin is a member of the arbitration court at Rostec and Rosatom corporations. He is an attorney at the Moscow Bar .

For several years, Gubin was a member of the Scientific Advisory Council at the Supreme Arbitration Court of Russia ; as of 2019, he was a member of a similar body established at the Moscow Arbitration Court. He was a member of three dissertation councils for the defense of doctoral dissertations at once: the council of the law faculty of Moscow State University, the council at the Institute of State and Law of the Russian Academy of Sciences and the council at the RANEPA . He was the supervisor of more than two dozen candidate dissertations.

Eugene Gubin lectured on a range of legal issues of entrepreneurial activity at the University of Havana (UH, Cuba ) and the American Bar Association (ABA); repeatedly spoke to Russian and foreign entrepreneurs. In the period from 1999 to 2000, under a contract with the World Bank (WB), Gubin conducted a study on the topic "Analysis of legislation and regulations governing the work of the coal industry of the Russian Federation , as well as the institutional framework, and the development of proposals for their improvement." He was a legal adviser to a number of Russian companies.

In 2010, Gubin became an Honored Lawyer of Russia; eight years later, he received the honorary title of Honored Professor at Moscow University .

Works

Evgeny Gubin is the author and co-author of more than a hundred scientific papers (books and articles) devoted to problems of the theory and methodology of entrepreneurship, corporate law, state regulation of market relations and the protection of investors' interests. He edited several educational works, including the textbook Entrepreneurial Law of the Russian Federation. Gubin defines state regulation of the economy as “the activity of the state in the person of its bodies, aimed at implementing state economic policy using special means, forms and methods. The corresponding activity is aimed at streamlining relations in a market economy ” [1] :
