Nomination and Registration
Parties put forward lists of candidates in a single republican district.
To register candidate lists, the party must collect voter signatures in the amount of 0.5% of all voters registered in the territory of the Karachay-Cherkess Republic. That is about 1,500 signatures.
Seven parties were exempted from collecting voter signatures: United Russia , the Communist Party , Just Russia , the Liberal Democratic Party , the Patriots of Russia , the Communists of Russia , and the Civil Platform . [3]
The removal of the list of the Communist Party
On July 5, the Supreme Court of Karachay-Cherkessia, following a lawsuit by the Patriots of Russia party, removed the list of the Communist Party from the elections. [4] The reasons for the appeal were the mismatch of numbering in the lists of candidates, the lack of a quorum at a previous Communist Party conference. The Communists wanted to provide evidence on all the charges, however, the court rejected all motions. The Communist Party of the Russian Federation could prove its case, but the parties did not even allow to call witnesses - delegates to the conference, and members of the counting and credentials commissions, which could confirm the party’s position and refute the accusations. The Communist Party said they would challenge the decision in the Supreme Court of the Russian Federation [5] . On July 19, the Supreme Court of the Russian Federation decided to restore the Communist Party in the elections to the People's Assembly (Parliament) of the Karachay-Cherkess Republic [6] .
