The license agreement for Wright R-1820 and technical assistance for the development of its production was concluded on April 22, 1933 . For the development and adaptation of the engine, the factory number 19 in Perm was created, whose technical director and chief designer Arkady Dmitrievich Shvetsov was appointed.
The first engine, assembled from sets of parts supplied from the United States , went to factory tests on June 1, 1934. The first attempt to pass the 100-hour state tests was unsuccessful, but repeated tests in July – August 1935 were successful. The only difference between the first engines of the M-25 from the American counterpart was the indication of dimensions in the metric system . The engines of the first series used American parts - valve springs, piston rings , bearings ; they were abandoned from the beginning of 1936. Since March 1937, engines were assembled on a conveyor . A certain amount of M-25 was collected in 1938-1939. plant number 27 in Kazan from sets of parts obtained from Perm. In total, before the beginning of 1942, 13,888 M-25 units of various modifications were produced.

Design
A piston nine-cylinder air-cooled engine with a radial arrangement of cylinders . It was a licensed copy of the American engine Wright R-1820-F3 .

The captured M-25s were installed by the Germans on light transport aircraft Gotha Go 244 .
