Biography
French Algerian . Member of the Democratic Alliance of France. In 1878 he was appointed inspector of railways. In 1879 he founded a law firm.
In 1887 and 1889-1892, he served as deputy secretary of state for the fleet and colonies.
From 1881 to 1919 - member of the Chamber of Deputies of France, senator (1920-1921).
French Minister of the Interior (January 24, 1905 - November 12, 1905).
He served twice as Minister of War of France from November 12, 1905 to October 25, 1906 and from January 21, 1913 to December 9, 1913.
He was the leader of the colonial party, the founder and president of the Asian Committee, the Committee of French Africa and Morocco. An influential businessman, he was also chairman of the board of directors of Compagnie Générale des Omnibus in Paris and a member of the railway advisory committee.
Candidate for presidential election in France ( Third Republic ).
He was buried in the Pere Lachaise cemetery .
