Railway - a railway transport company , which includes a set of technical means and facilities for passenger and freight transportation within the region, for example, the October Railway .
Before the reform of the 2000s in Russia, the railway was a state unitary enterprise with centralized management, regulated by the federal law " On Federal Rail Transport " of July 20, 1995. Railways were under the jurisdiction of the federal executive body in the field of railway transport ( Ministry of Railways , Ministry of Railways). The creation, liquidation and reorganization of roads was carried out by decision of the Government of the Russian Federation . During the reform in 2003, Russian Railways (RZD) was established - a joint-stock company with a wholly-owned share owned by the Russian Government; MPS was liquidated in 2004. 16 railways became branches of Russian Railways with the status of the Regional Center for Corporate Governance (RCSC).
