Pregolskaya TPP

Pregolskaya TPP is a thermal power plant in the Kaliningrad Region with a capacity of 455.2 MW. It was commissioned on March 6, 2019. The project cost amounted to 36 billion rubles [1] . Pregolskaya TPP is the most powerful new generation power plant in the region at the moment [2] .

Place in the region's energy industry

The station was built as part of a set of measures to ensure energy security of the Kaliningrad region, which is being implemented on behalf of the President of Russia and in accordance with the orders of the Russian government. A serious prerequisite for creating an autonomous energy system in the Kaliningrad region was the decision of Lithuania and other Baltic countries to withdraw from the BRELL energy ring with subsequent synchronization of networks with the EU, which could lead to isolation of the Kaliningrad energy system from the Unified Energy System of Russia. Thus, the Russian government initiated a set of measures to ensure autonomous operation of the energy system in this scenario.

The Pregolskaya TPP was created as one of four stations within the framework of the largest investment project with a total value of about 100 billion rubles, implemented by Kaliningradskaya Generatsiya (a joint venture of Rosneftegaz JSC and Inter RAO PJSC) [3] . According to this project, by 2021, the construction of all four power plants will be completed in the Kaliningrad Region, and the installed total capacity will be approximately 1 GW.

Prior to this, in March 2018, the Mayakovskaya TPP in Gusev and Talakhovskaya TPP in Sovetsk with an installed capacity of 156 MW each were commissioned. The launch of the reserve coal Primorsky TPP in the Svetlovsky District with an installed capacity of 195 MW is planned for the third quarter of 2020.

History

The construction of the TPP began in July 2016 and was completed 2 months earlier than the deadlines. For the first time in the history of Russian energy construction, the construction of all four TPP units was carried out in parallel.

Vice Premier Dmitry Kozak, Minister of Energy Alexander Novak, Governor of the Kaliningrad Region Anton Alikhanov, Chairman of the Board of PJSC Inter RAO Boris Kovalchuk attended the opening of the Pregolskaya Power Plant.

“With the launch of the Pregol TPP, the region received a large supply of power and real opportunities for economic development,” said Kovalchuk. - New gas power plants significantly increased the reliability and maneuverability of the Kaliningrad power system. The region will acquire complete non-volatility upon completion of the construction of the reserve Primorsky TPP ” [4] .

The process of updating the Kaliningrad energy system as a whole is accompanied by a comprehensive modernization of the gas transmission system and electric grid economy using the technology of “smart grids”, which can automatically increase the efficiency of electricity production and distribution [5] .

Specifications

Pregolskaya TPP consists of four combined-cycle units with a capacity of 113.8 MW each. One unit includes a gas turbine, a generator, a steam turbine and a waste heat boiler. The station has the option to operate in basic and peak modes. Also at the facility, dry fan cooling towers are used to cool water in the reverse cooling system of the main and auxiliary equipment.

The main fuel for the station is natural gas, and emergency fuel is diesel. Electric efficiency is 51.8%, the specific consumption of equivalent fuel for electricity supply is 260 grams per 1 kWh.

During the construction, environmentally friendly technologies and solutions were used that reduce the level of harmful emissions into the atmosphere [6] .

Equipment

The main equipment of each unit of the Pregolskaya TPP includes a gas turbine of type 6F.03 manufactured by LLC Russian Gas Turbines (Rybinsk, Yaroslavl Region), a generator (NPO Elsib, Novosibirsk), a steam turbine (PJSC Power Machines ”, Kaluga) and a waste heat boiler (JSC ZiO“ Podolsk Machine-Building Plant ”, Podolsk, Moscow Region) [7] . The main equipment of the station is 100% composed of Russian-made components.
