Biography
He graduated as a doctor, journalist, historian. He founded the Society "Sociedad Geography of Sucre" (1892).
In 1896–1904 he was the rector of the University of San Francisco Javier.
Belonged to the Liberal Party. He was elected a member of the Bolivian parliament and several times the prefect of the Chuquisaca department.
In 1904-1909 - Second Vice-President of Bolivia.
The author of books on medicine and history, including The Cradle of Monteagudo (1905), The History of Chukisaki (1939).
