Biography

In 1863 he entered the Ayacucho National College, continued his studies in Cochabamba , where he received a bachelor of arts degree. In 1868 he entered the Faculty of Medicine of the University of San Simone de Cochabamba and studied there until the fourth year. He interrupted his studies in order to join the ranks of the defenders of institutions that fought with Manuel Melgarejo .

In 1872 he went to Europe to finish his studies in Paris. In 1873 he returned to his homeland and settled in the department of Beni , where he was engaged in the extraction of rubber and the development of the territory; was one of the first who on the boat Amazon , suffered 18 shipwrecks, but survived.

When the revolution began in Santa Cruz , led by Ibáñez , he became the military commissar of the peacekeeping division. In 1880, during the Second Pacific War , he was entrusted with command of the army corps, with whom he participated in the Battle of Alto de Alliance.

He was a member of the Liberal Party. In 1884 he was elected a deputy, and in 1889-1893. and since 1898 he was a senator from the Department of Beni. He was expelled from parliament three times, as he was a liberal. During a visit to his parents, he was captured by the conservatives, as a result he was forced to go into exile, first to Argentina, then to Europe.

He also studied journalism, was the founder of print media and the author of the Colonial Journal.

During the Civil War (1899) he was appointed chief of staff of the army, Jose Manuel Pando .

From 1899 to 1903, he served as the first vice president of Bolivia. In 1900, he went as a government delegate to suppress the separatist movement in Acre . In January 1903, as a result of an intra-party conflict among liberals, his powers were terminated, he lost the political struggle to Ismael Montes . A year later, he died due to a serious illness.
