Born September 11, 1977 in the city of Tyumen.

Graduate of the Tyumen State University majoring in Law (1999); the second diploma of higher education (Tyumen State University) with a degree in Economics was received in 2002 ^[4] .

Career in Tyumen

As a student, he worked as a legal adviser in the legal department of MU "BTIiR". After graduating from Tyumen State University, he entered the municipal service, where he went from the head of the legal department in the finance department of the Administration of the city of Tyumen to the deputy head of the city of Tyumen, who oversees the areas of improvement, road activities and public transport ^{[5] [6]} .

He worked in the finance department of the city of Tyumen in the team of Galina Maksimovna Kulachenko, now heading the Ministry of Finance of the Sverdlovsk Region ( Government of the Sverdlovsk Region ), took an active part in the implementation of budget reform, heading the unit of legal and analytical support for the reform process: all the necessary regulatory package was developed in order to implement the new Budget Code of the Russian Federation ; analyzed the implementation of the program-targeted budgeting method aimed at the result - the solution to all urban problems. The result of teamwork was the repeated recognition by the Ministry of Finance of the Russian Federation of the principles of the formation and execution of the budget of the city of Tyumen as the most effective in Russia.

In 2006, he headed the legal service of the Administration of the city of Tyumen . I personally supervised all stages of the development of regulatory legal acts that made it possible to form a systematic work in Tyumen. During the management of the Afanasyev Legal Department at the federal level, a number of legislative acts were adopted that conceptually change the legal regulation in various spheres of public life, and require the adoption of relevant municipal legal acts ( Water Code of the Russian Federation ; Forest Code of the Russian Federation; block of changes in housing, urban planning, land legislation; laws on roads, energy conservation , advertising , the municipal service, on the organization of the provision of state public and municipal services, education, physical education and sports, healthcare , water supply and sanitation, heat supply, anti-corruption, the basics of organizing trade activities, etc.). In addition to legal regulation, the enforcement of existing legislation and municipal legal acts was coordinated. Under the leadership of Afanasyev, the practice of close interaction of lawyers and law enforcement specialists was introduced.

Many of the proposals made by Afanasyev were embodied in the rule of law, including those taken into account in the development of draft regulatory legal acts of the Russian Federation and the Tyumen region in various spheres of public life (improvement, energy conservation, public-private partnership).

In 2007, on the initiative of the Head of the Administration of the city of Tyumen, Evgeny Vladimirovich Kuyvashev , targeted changes were launched in the system of work of local authorities in the field of improvement and ensuring cleanliness and order. Afanasyev supervised the process of developing regulatory legal acts that allowed for the formation of systematic work in Tyumen - the introduction of property complexes in the city, the creation of quarterly institutes, the development of improvement rules, and much more. During this period, for the first time by a municipal legal act, standards and requirements for the construction of courtyards were enshrined: on the arrangement of parking spaces, sites for waste bins, children's and sports grounds, the rules of landscaping and lighting of courtyard areas ^[7] .

At the initiative of Afanasyev, a headquarters for administrative practice was created in Tyumen, which included representatives of the city administration, the Tyumen City Duma, law enforcement agencies, and public organizations. The headquarters considers issues related to the compilation of protocols, bringing to administrative responsibility violators of the beautification rules, and develops common approaches to the formation of administrative practice. Legal practice, developed and adopted documents aroused great interest among specialists and the public in other cities of Russia. The best practices of the Tyumen began to scale and successfully apply.

In February 2013, the Head of the Administration of the city of Tyumen Alexander Viktorovich Moor appointed Afanasyev as the head of the administration of the Lenin administrative district of the Administration of the city ​​of Tyumen . During this period, significant projects for the city started in the district: the Gilevskaya Roscha forest park was landscaped, a comprehensive program for the improvement of the Tura microdistrict was developed, which provides for the construction of roads, the repair of courtyards, and the arrangement of public gardens. A support program for youth sports ( workout ) was launched in the okrug, and on the suggestions of the Tyumen residents, in the remote areas of the city, horizontal bar complexes began to appear. The priorities of all programs were innovation and infrastructure , which was created at the suggestions of residents ^{[8] [9]} .

In August 2014, Afanasyev was appointed deputy head of the Tyumen administration. He began to oversee the work of the most important city block: the activities of the administrations of administrative districts, as well as the department of road infrastructure and transport. Over the 5 years of work, common principles for landscaping yards, the development of the transport system of the city of Tyumen have been formed, and a road construction program is being effectively implemented. All areas were recognized by experts as advanced ^{[10] [11] [12]} .

Maxim Viktorovich Afanasyev - curator of the direction “Formation of a comfortable urban environment” in the framework of the federal project “Urban Environment” from the party “United Russia” . He personally oversaw the projects that were significant for Tyumen: landscaping the Zatyumensky park, landscaping yards (creating an accessible environment), which are included in the federal register of best implemented landscaping practices by the Ministry of Construction ^[13] .

Tyumen public transport (in 2019, the introduction of the Tyumen Transport brand began, the development of which was supervised by Afanasyev), was recognized as one of the best in the country, along with buses and minibuses of Izhevsk and Kazan . The automated dispatching system for city and passenger transport and mobile services of Tyumengortrans won first place in the All-Russian contest "Best Information and Analytical Instruments - 2016" ^[14] . Tyumen topped the list of cities with the best roads in Russia ^{[15] [16]} .

At the initiative of Afanasyev, together with deputies of the Tyumen City Council, principles were developed for the formation of improvement programs and the selection of courtyards, the formation of a single parking space in the city, a long-term program for the construction of bicycle paths, road construction and landscaping of Tyumen was formed.

Maxim Afanasyev is engaged in tennis , cross-country skiing , enjoys cycling, jogging , and is also a member of the biker movement ^[17] .
