Iskender Mejid oglu Hamidov ( Azeri. İsgəndər Məcid oğlu Həmidov ; born April 10, 1948 ) - Azerbaijani state and political figure, Minister of Internal Affairs in the government Abulfaz Elchibey ( 1992-1993 ), Chairman of the National Democratic Party, lieutenant general of the police [1 ] .

Biography
Political career
Iskander Hamidov was born on April 10, 1948 in the village of Baglypaya, Kelbajar District, in the family of an employee of the NKVD . Since 1965 he lives in Baku. By education - a lawyer. In the 1980s, he was the head of the anti-theft department of the Sabuchin Baku Office of Internal Affairs [2] . Member of Parliament from 1990 to 1995. In 1991, he became a member of the Popular Front of Azerbaijan [3] . From May 1992 to April 1993, Iskander Hamidov was Minister of Internal Affairs of Azerbaijan. In October, he tried to appoint Siyavush Mustafayev as Minister of the Interior of the Nakhichevan Autonomous Republic , but the republic’s parliament refused to approve him as Minister of the Interior, to which Hamidov declared that if the Nakhichevan parliament continues to continue to oppose the views and actions of the minister, he will disperse him within 15 minutes " and that " the Ministry of Internal Affairs will crack down on all whose activities are contrary to national interests " [4] . He also stated then: “I will establish the necessary order in Nakhichevan and, if necessary, blow out Aliyev’s brains” [5] .
Arrest, court and prison
In March 1995, armed clashes between OPON fighters and government forces took place in the country. On March 17, 1995, Iskander Hamidov was arrested (the arrest coincided with the suppression of the Oponovtsy in Baku), and on March 31, the activities of the Boz Gurd Party [6] were banned, which the Minister of National Security Namig Abbasov accused of involvement in the March events [3] . The former Minister of the Interior was accused of embezzling public funds in the amount of $ 400,000, as well as complicity with the escape from the police station of 701 criminals [7] and abuse of official position. Case No. 20732 [3] under art. 165 - hooliganism, art. 88.1 - “theft in large amounts” and Art. 255 - abuse of official position [6] . The court, which was held from 7 to 15 September of the same year, sentenced Hamidov to 14 years in prison with confiscation of property for embezzlement of public funds and abuse of official position [8] [9] .
Iskander Hamidov was first detained in the SIZO of the Ministry of National Security, and then in special colony No. 9 [7] . By a decision of the Surakhani District Court of Baku city of October 16, 1997, Iskander Hamidov was transferred to Gobustan prison for 3 years for “malicious violations of the regime of places of detention” [8] . In October 2000, he was again transferred to colony No. 9, but on February 8, 2001, he was again transferred to Gobustan prison for two years [7] . Amnesty International [10] and the Council of Europe [7] [11] considered him a political prisoner. Released after a 9-year imprisonment in accordance with the presidential pardon decree of December 30, 2003.
Further career
Made a hajj to Mecca [12] [13] . In April 2008, Iskander Hamidov resigned as chairman of the National Democratic Party of Azerbaijan. In an interview with the APA newspaper, Hamidov in particular said:
The one who performs prayer should not lie. I am 60 years old. I want to visit Karbala and get even closer to Allah . And when I was my Minister of the Interior, I set an example of cultural resignation. There are no irreplaceables; there is also a party chairman. I decided that I had enough to engage in politics [14] |
On his political career, the former Minister of the Interior said:
I came into politics with two goals. First, to play at least some role in the achievement of independence by the country. We, as a nation, have achieved this. The second goal was to restore the territorial integrity of Azerbaijan. For this, I am ready to fight as much as necessary [14] |
Brother Sardar Hamidov, the former head of the executive branch of the Tartar district , was also convicted.
