Born in 1941 in the village of Urulga, Karymsky District, Chita Region, in a working class family.

Member of the CPSU from 1967 to 1991.

Education: graduated from a technical school in Chita (1961), Tashkent Institute of Railway Engineers (1974) and Tashkent Higher Party School (1982).

Achievement list:

  • 1961–1962 machine tool builder of the construction department “Promgradenstroy” of the Ordzhonikidzeabad district of the Tajik SSR,
  • 1962-1963 master, mechanic house-building plant in the same area.
  • 1963-1966 military service,
  • 1966-1973 chief technologist, from 1972 deputy director of the Ordzhinikidzeabad house-building combine.
  • 1973-1975 deputy chairman of the Ordzhonikidzeabad district executive committee
  • 1975-1980 Second Secretary of the Ordzhonikidzeabad District Committee of the Communist Party of Tajikistan
  • 1980-1982 second secretary of the Ordzhinkidzeabad city committee of the Communist Party of Tajikistan.
  • 1982-1983 head of the department of organizational party work of the Kulyab city committee of the Communist Party of Tajikistan,
  • 1983–1985 First Secretary of the Kulyab city committee of the Communist Party of Tajikistan
  • 1985-1988 Second Secretary of the Gorno-Badakhshan Regional Committee of the Communist Party of Tajikistan
  • 1988-1990 First Deputy Chairman of the Dushanbe City Executive Committee.

Since 1990, the Minister of Construction of the Tajik SSR. Saved this post after the proclamation of an independent republic.

By the decree of the Supreme Council of the Republic of Tatarstan dated January 10, 1992, the ministry was abolished, instead of it the State Holding Company “Tajikstroy” was established, headed by Ponosov. However, to implement this project failed. The holding company was disbanded, and the Ministry of Construction was again created, in which Ponosov was appointed Deputy Minister (end of 1992).
