Biography

Nizhny Novgorod politician and Moscow leader, deputy director of the department of administrative and legislative work at the Ministry of Energy of the Russian Federation, previously - chairman of the City Council of Nizhny Novgorod (from January 2000 to October 2002), first vice-mayor of Nizhny Novgorod, assistant governor, assistant Plenipotentiary Representative of the President of the Russian Federation in the Nizhny Novgorod Region, one of the leaders of the Federal Antimonopoly Service.

He graduated from the Gorky Polytechnic Institute, graduate school, Nizhny Novgorod Law Academy, advanced training courses at the Russian Presidential Academy of Public Administration.

Assistant professor. On February 12, 2003 he defended his dissertation on the subject “Soviet Social System as a Historical Phenomenon and Stage of the Development of Russia” and became a candidate of philosophical sciences with a degree in social philosophy.

He was a secretary of the committee of the Polytech Youth Union, was elected a deputy of the City Duma in the Avtozavodsky district, constituency No. 8.

At different times, he held numerous scientific, additional to administrative, positions, for example, deputy director of the Institute for Sustainable Development of Settlements.

Since November 2002, he has been president of the non-profit organization Nizhny Novgorod Development Fund.

The hobbies of Sergei Abyshev include car racing, football and shooting from military weapons.
