Honored Fire Worker of the Russian Federation

The title "Honored Worker of Firefighting of the Russian Federation" is assigned to highly professional firefighters for personal merit: ^[1]

• in the organization and implementation of state fire supervision and the performance of other control functions related to ensuring fire safety in the territory of the Russian Federation;
• in organizing and implementing fire prevention activities;
• in organizing fire extinguishing of special complexity and directly in extinguishing such fires;
• in the implementation of scientific and technical support for fire safety, research and development in the field of fire safety, the creation of new types of fire extinguishing means, equipment and fire-technical equipment;
• in the training of qualified personnel for the needs of the fire department.

The honorary title “Honored Worker of Firefighting of the Russian Federation” is usually awarded no earlier than 20 years after the start of labor (service) activities in the fire brigade and if the person presented for the award has industry awards (incentives) of the federal government body or public authorities of the constituent entities of the Russian Federation.

The honorary titles of the Russian Federation are awarded by decrees of the President of the Russian Federation on the basis of the submissions made to him following the consideration of the award application and the proposal of the Commission under the President of the Russian Federation for state awards .

The honorary title “Honored Worker of Firefighting of the Russian Federation” was established by Decree of the President of the Russian Federation ^[2] dated September 15, 2018 No. 519 “On the establishment of the medal“ For Courage in Fire ”and the establishment of the honorary title“ Honored Worker of Firefighting of the Russian Federation ””. ^[3] The same decree approved the Regulation on the honorary title. ^{[1] [4]}

Earlier in the USSR, there was a departmental award badge “The Best Firefighter”, approved by the resolution of the Commission of the Presidium of the Central Executive Committee of the USSR No. ST-84 dated January 8, 1936. Throughout history, the sign has been minimally modified four times: the abbreviation on it has consistently changed from “NKVD” to “Ministry of Internal Affairs” ”,“ MOOP ”and again at the“ Ministry of Internal Affairs ”. Until the end of the existence of the USSR, the last “Appendix N 5 to the Order of the Ministry of Internal Affairs of the USSR of September 16, 1985 N 175“ The Instructions on the Order of Awarding the Badge for the “Best Firefighter” ”,” according to which the “Best Firefighter” ”“ ... persons are awarded (...) for their active work in the field of strengthening the fire protection of the USSR, exemplary and dedicated work in fires, the successes achieved in ensuring the fire safety of cities (towns) and national economic facilities, for achieving high performances people in political and educational work with the personnel . ” ^[five]

After 1991 and until 2018, an analogue of this honorary title did not exist in the Russian Federation.

The badge has a uniform for the honorary titles of the Russian Federation ^[6] and is made of silver 40 mm high and 30 mm wide. It has the shape of an oval wreath formed by laurel and oak branches. The ends of the branches crossed below are tied with a bow. On the top of the wreath is the State Emblem of the Russian Federation . On the front side, in the central part, a cartouche is inscribed on the wreath with the inscription - the name of the honorary title.

On the back there is a pin for attaching a badge to clothing. The badge is worn on the right side of the chest.

Among the first (at the beginning of 2019) the Honorary title “Honored Worker of the Fire Service of the Russian Federation” were awarded:

- Head of the educational and scientific complex “Firefighting” of the Ivanovo Fire and Rescue Academy of the State Fire Service of the Russian Emergencies Ministry, Colonel of the Internal Service Aleksey Vladimirovich Maslov. ^[7]

- Deputy Head of the Main Directorate of the EMERCOM of Russia for the Vladimir Region (State Fire Service), Colonel of the Internal Service Pavel Aleksandrovich Litov. ^[eight]

- Master firefighter of the 1st specialized fire-rescue part of the city of Kursk, senior warrant officer of the internal service Sergey Nikolaevich Kryukov. ^[9]

- Deputy Head of the Main Directorate of the EMERCOM of Russia for the Saratov Region Alexey Vladimirovich Vlasov. ^[ten]
