Biography
Fyodor Geers was born on January 4, 1824, was educated at the Law School and on June 13, 1844 entered the service of the 5th Department of the Senate, where after 3 years he transferred to the Ministry of Justice and served as Chairman of the Simbirsk Chamber of the Civil Court, Pskov Provincial Prosecutor, Acting Lawyer of the Ministry of Justice (1857) and Chairman of the Minsk Criminal Chamber.
From 1857 he was the governor of the office of the Novorossiysk governor-general; September 29, 1859 promoted to actual state councilors; in 1860, he was granted 2000 acres in the Samara province , and in 1863 he was appointed a member of the Council of the Minister of the Interior. He was sent to the Tula and Kaluga provinces to collect information on urban affairs and the impact of peasant reform on agriculture, and then observed in the Nizhny Novgorod , Kazan , Simbirsk , Samara and Saratov gubernias the transfer of spare stores in the landlord estates to the peasant of society.
In 1865, Mr .. appointed chairman of the commission to study the life of the Kirghiz and began, which should be arranged management steppes; developed by the commission began to serve as the basis for the Regulations on the management of the Turkestan region and the steppe regions.
July 15, 1867 promoted to secret advisers, and on August 30, 1880 to actual secret advisers.
In 1882, he audited Turkestan; The result of the audit was the reorganization of the administration of the Turkestan region.
In 1888 he was sent to the Caucasus to settle relations between the secular authorities and the Armenian clergy oversight of public education. In the Caucasus, Gears fell ill with a “Persian” marsh fever, and since then his health has deteriorated.
In 1888, on his return to St. Petersburg, he was appointed President of the Evangelical Lutheran Consistory .
On January 15, 1891, Girs, being completely ill, opened the meeting of the General Consistory, and died on January 23. Buried in St. Petersburg in the Novodevichy Convent .
Gears had orders of sv. Stanislav 1 st. (1866), sv. Anna 1 st. (1868), sv. Vladimir 2 nd Art. (1871), White Eagle (1875) and of sv. Alexander Nevsky (1882, diamond signs 1884).
The Girs Brothers: Alexander (senator, prominent leader of the peasant reform of 1861 ) and Nikolai (Minister of Foreign Affairs).
Fyodor Karlovich Girs was married to Natalya Ivanovna Taptykova (nee Blok), aunt of Alexander Blok , owner of the Ivanovo estate.
