Panchenko, Vladislav Yakovlevich

Vladislav Yakovlevich Panchenko (born September 15, 1947 , Baranovichi, Brest Region ) is a Soviet and Russian scientist in the field of laser- information technologies, scientific instrumentation, nonlinear optics and medical physics . Doctor of physico-mathematical sciences , professor , academician of the Russian Academy of Sciences (2008). Chairman of the Council of the Russian Foundation for Basic Research (RFBR), scientific director of the Institute for Laser and Information Technology Problems of the Russian Academy of Sciences (IPLIT RAS).

Biography

In 1971 he graduated from the Physics Department of Moscow State University. M.V. Lomonosov , in 1974 - graduate school there.

In 1975, at the Physics Department of Moscow State University, he defended his thesis “Kinetics of the dissociation of gas molecules during excitation of vibrations by laser radiation”, and in 1990, his doctoral dissertation “Nonlinear absorption of high-power IR laser radiation and energy relaxation in vibrationally excited gases”.

Since 1985, he has been working at IPLIT RAS as the head of a department, department, deputy director for science. From 1992 to 2016 - Director, currently is the supervisor of studies.

In 1994 he was awarded the academic title of professor. On May 26, 2000, he was elected a corresponding member of the Russian Academy of Sciences in the Department of Informatics, Computer Engineering and Automation (Information Technologies and Telecommunications).

Since 2006 - Director of the Institute of Molecular Physics RRC “ Kurchatov Institute ” [1] (in parallel with work at IPLIT).

On May 28, 2008 he was elected an academician of the Russian Academy of Sciences with a degree in nanoelectronics and opto-information technologies [2] .

In 2008, he was appointed Chairman of the RFBR Council [3] . In 2010, he became a member of the Advisory Scientific Council of the Skolkovo Foundation [4] .

Since 2019 - and. about. Deputy Academician Secretary and Head of the Nanotechnology Section, ONIT RAS .

V. Ya. Panchenko leads the Department of Medical Physics [5] at the Physics Department of Moscow State University. MV Lomonosov , where he developed and gives lecture courses on the fundamental principles of laser technology and medical physics.

Presidential Election of the Russian Academy of Sciences

In March 2017, he claimed the post of president of the Russian Academy of Sciences. However, immediately before the election, he withdrew his candidacy (the other two candidates, V. E. Fortov and A. A. Makarov , did the same, and the elections were postponed [1] until the fall. All three candidates agreed that it was necessary to eliminate the imperfections of the RAS charter in terms of regulating the presidential election procedure [6] .

At the end of April 2017, the Bureau of the Department of Nanotechnology of the Russian Academy of Sciences nominated Panchenko as his candidate already at the September election of the President of the Academy [7] . He went through the approval procedure prescribed by the new rules in the government of the Russian Federation [8] . During the period March – September, while discussing V. Ya. Panchenko’s chances, scientists expressed polar opinions [9] : from the point of view that he was “close to the presidential administration [RF] due to his relationship with <...> Mikhail Kovalchuk ” through the Kurchatov Institute and has “the greatest chance of winning,” to a very low assessment of the chances and condemnation of re-nominating.

According to the results of the first round of elections on September 26, to which five academicians were admitted, he took fourth place with 204 votes out of 1596 and did not enter the second round. The BBC Russian service described this result and the election of A. M. Sergeyev as president of the RAS as “The Kovalchuk lost” [10] . Nevertheless, V. Ya. Panchenko was elected to the new composition of the Presidium of the Russian Academy of Sciences in 2017 [11] .

Scientific activity

V. Ya. Panchenko is a specialist in the field of laser physics , nonlinear optics , laser information technology , nanotechnology and medical physics . He carried out pioneering work in the field of physics of the interaction of laser radiation with matter , created new laser information and technological systems, including for use in medicine . Under his leadership, unique remote-control systems were created for individual implants and biomodels based on tomographic data from a preoperative examination of patients transmitted via the high-speed Internet to the rapid prototyping center, as well as original laser rapid prototyping systems: stereolithography , selective sintering of micro- and nanopowders, and cleaning in supercritical liquids .

The technologies of preoperative biomodeling developed with the participation of V. Ya. Panchenko have been introduced into neurosurgery , oncology , and reconstructive surgery . Preliminary planning of operations using plastic biomodels provides a significant reduction in time and improvement of treatment results in oncology, neurosurgery, maxillofacial, reconstructive surgery and other areas, has opened up new opportunities in pediatric surgery .

The group led by V. Ya. Panchenko has created a new generation of intelligent laser surgical systems that are able in real time to determine the type of tissue removed and the boundaries of the operated area. These systems provide fundamentally new opportunities for conducting low-impact and organ-preserving operations.

V. Ya. Panchenko has published over 420 scientific papers; in total, they are cited over 1600 times, the Hirsch index is 14 ( RSCI data for September 2017).

Under the guidance of V. Ya. Panchenko, 7 doctors and 11 candidates of sciences were trained.
