Biography
Born into a wealthy landowner family. After graduating from the Greek language school in the city of Ioannina , he studied law at the university in Istanbul . From 1899 he worked in the Ministry of Foreign Affairs of the Ottoman Empire , then, as secretary in the office of the Prime Minister, was engaged in the development of regulations.
In 1901 he was a teacher at the Galatasaray Lyceum in the capital.
In Istanbul, he established cooperation with Albanian national activists active in the patriotic club Bashki.
In 1916 he joined the Ministry of the Interior of the Ottoman Empire. He was appointed head of the department in the Ministry of the Interior, then head of the administrative bodies of the vilayets.
After the proclamation of independence of Albania in Vlora in November 1912, S. Delvina remained in Constantinople, where he continued to work in the Ottoman civil service until the end of the First World War. After the First World War, he refused the post of official representative of the Ottoman Empire and moved to Albania.
In April 1919, he went to a peace conference in Paris as a representative of the Albanian diaspora.
In January 1920, Delvin was one of the organizers of the national congress in Lushna , which addressed the restoration of Albanian statehood. He was also elected head of the new government, which operated for 10 months, after which it was overthrown as a result of political tensions. At the same time he became Deputy Minister of the Interior, Justice and Finance. In these posts, he began to create national police forces, create courts, and raise funds for the government.
During the reign of Delvin laid the foundations of the Albanian state in many areas. In foreign policy, through skillful negotiations, he prepared ways for the international recognition of his country. Considered an acknowledged expert in administrative matters.
During the June Revolution of 1924, he was in Vlora and supported the activities of Fan Noli . After Noli came to power, he was entrusted with the leadership of the Ministry of Foreign Affairs. After the defeat of the government, Phan Noli Delvina left the country and went to Vienna, where he began working on the National Revolutionary Committee.
Seriously ill and returned to Albania. He died in Vlora.
