Viktor Dmitrievich Chernykh (born April 26, 1954 ) is a Russian statesman, a member of the Federation Council [1] .

Biography
Born April 26, 1954. He graduated from the Kursk State Medical Institute , the Academy of Labor and Social Relations . From February 1997 to January 2001, Chairman of the Kursk Regional Duma [1] .
From 1981 to 1990 - worked as a surgeon, held the position of head of the department of surgery, chief physician in the district hospital [2] .
From 1990 to 1993, he served in the Supreme Council of the Russian Federation. He was a member of the Communists of Russia faction. He was a member of the Supreme Council Committee on Disabled Persons, Veterans of War and Labor, and the social protection of servicemen and members of their families. In November 1996, he was appointed deputy head of the administration of the Kursk region [2] .
In December 1996, he was elected to the Kursk Regional Duma, in January 1997 he became chairman. He was a member of the Federation Council of the second convocation. He was a member of the Committee on Science, Culture, Education, Health and Ecology [2] . From January to February 2000, he was a member of the Federation Council Committee on Security and Defense. Since March 2000 - Deputy Chairman of the Federation Council Committee on Science, Culture, Education, Healthcare and the Environment [1] .
From January 2001 to March 2005, he served as the representative of the Kursk Regional Duma in the Federation Council. He was a member of the Committee on Science, Culture, Education, Health and the Environment, and the Commission for Monitoring the Support of the Activities of the Council of the Federation [2] .
