Biography

He was educated in the Corps of Pages in St. Petersburg . In 1854 he entered military service, in 1860 he retired. In 1861, he became a peace mediator of the first draft. In 1866 he was elected Shlisselburg district leader of the nobility.

Since the opening of zemstvo institutions took an active part in their work; in 1868-1878 he was chairman of the Petersburg provincial district council. In 1873 he was elected as a public deputy of the St. Petersburg City Council . In 1878-1881 - Petersburg Mayor .

In 1885-1894 he was president of the Imperial Free Economic Society . He was a member of the Council of Trade and Manufactures of the Ministry of Finance . He was vice-chairman and honorary member of the St. Petersburg Council of Orphanages.

He was a member of a deputation from the zemstvos and cities, introduced to Nicholas II on June 6, 1905.

From 1906 to 1912 he was a member of the State Council from the Petersburg zemstvo. Joining the State Council in the State Council, he defended the rights of the State Duma on the issue of amnesty .

The author of the work "The immediate needs of the local population" (St. Petersburg, 1888).

The initiator of the construction of the first railroad in Russia with a gauge of 750 mm , which was laid from the Neva in the direction of the Korf estate in Irinovka and opened on October 1, 1892.
