Dmitry Borisovich Bosov (born March 27, 1968 , Barnaul ) is a Russian entrepreneur . Founder, controlling shareholder, chairman of the board of directors of Alltek Group. The main assets of Dmitry Bosov at the moment are Sibanthracite Group and Vostokugol Management Company.

Biography

Dmitry Borisovich Bosov was born on March 27, 1968 in Barnaul. My father was the head of the workshop at the Transmash plant, and later - the deputy general director of the Crystal plant. Mother was a teacher of English, a professor at a Moscow university.

In 1991 he graduated with honors from the Faculty of Radio Electronics and Laser Technology of MSTU named after N. E. Bauman . He is a candidate of economic sciences [2] . After graduating from Moscow State Technical University. N.E. Bauman began to work in the aluminum business.

Career

In 1991, he founded AOIF PIF, the Moscow representative office of the Kristall plant, where for 2 years he worked as deputy director and then executive director. In 1993, he became president of the Polyexport Foreign Trade Association LLP.

Since 1995, he was the director of the Moscow representative office of Trans World Group (then - Trans World Commodities) [3] .

From 1997 to 2000 he was one of the shareholders and members of the board of directors of the Krasnoyarsk aluminum smelter [4] .

In 2000 he sold his shares in KrAZ. After that, together with his associates in MSTU, he took up investment projects in Russia, heading the Alltek Group, and since 2005, he became the chairman of the board. Among the implemented projects is the consolidation and further sale in 2006 of Renova of the largest electrode plants in Russia [5] [6] . In early 2004, ALLTEK Group acquired more than 20% of the shares of West Siberian Resources Ltd (WSR). The company significantly increased production, over 4 years the company's market capitalization grew 18 times, in 2008 West Siberian Resources merged with Alliance Oil Company [7] [8] .

The coal business began with the acquisition of shares in Siberian Anthracite JSC (Novosibirsk Region, the world's largest producer of UHG anthracite). Currently, he is the chairman of the board of directors of VostokUgol Management Company [9] [10] [11] [12] [13] [14] [15] .

Since 2008, he has been the head of the board of trustees of the Sibir hockey club [16] [17] .

In 2015, he established a Blackspace group of companies in Indonesia, obtaining licenses for coal, nickel, manganese and bauxite mining sites. Since that moment, he has been implementing two large projects - the development of a coal deposit in Central Kalimantan and the construction of a nickel-ferro-plant on the island of Kabaen [18] .

Some media outlets attributed Bosov’s relationship with Boris Berezovsky, with whom he supported V. Yushchenko and Y. Tymoshenko during the presidential election campaign in Ukraine. Bosov himself denied this, saying that “the only business I participated in with Berezovsky was the City Line Internet company. He was the first to invest in it. My friends Emelyan Zakharov, Demyan Kudryavtsev and others managed the company. In 1999, they invited me to become a co-investor. In 2001, we sold the company and made a decent profit ” [19] .

In April 2018, a criminal case was initiated against the leadership of the Arctic mining company, owned by Dmitry Bosov, because of the illegal mining and sale of Taimyr coal [20] .

In 2019, the media noted an information attack on Bosov, carried out mainly by the Nezigar Telegram channel [21]

Business

Alltek Group

A private direct investment company created by Dmitry Bosov and his classmates in 1993.

In 2018, Alltech Group merged its coal assets into Sibanthracite Group.

In 2007, the Pechora LNG project was launched (a comprehensive development project for the Kumzhinsky and Korovinsky deposits of the Nenets Autonomous Okrug). In 2015, Rosneft entered the project; its share in the joint venture is 50%. In 2018, Rosneft Oil Company withdrew from a joint project with ALLTEK.

Another Alltech project is real estate development: the development of the Artplay Design Center and integrated development in the suburbs [22] .

Sibanthracite Group

Sibanthracite Group is the world's largest producer of anthracite UHG, a leading Russian producer of metallurgical coal. The group was created in 2018, it combined the largest coal companies of the Novosibirsk region - Siberian Anthracite JSC and Razrez Vostochny LLC, as well as the large coal enterprise in the Kemerovo Region - Razrez Kiyzassky LLC in the Kemerovo Region.

In April 2018, the Simanthracite Group announced the financial and production results of its enterprises in accordance with RSBK for 2018: production - 24.1 million tons (four times more than in 2014). Revenue −132.8 billion rubles. (an increase of 1.9 times by 2017). The total amount of accrued taxes is 12.5 billion rubles, income tax - 8.4 billion rubles. The cost of social and charitable programs is 1.9 billion rubles. By 2022, Sibanthracite plans to produce 58 million tons of coal and anthracite.

As stated on the Group’s website, one of the Group’s priorities is to ensure industrial safety and social support for employees. In 2018, 86 million rubles were allocated for these purposes. and 111.4 million rubles. respectively.

One of the Group’s promising projects is participation in the construction of the Severomuisk tunnel. Dmitry Bosov announced his readiness to participate in this project in a letter addressed to President of the Russian Federation Vladimir Putin on March 11, 2018 [23] .

According to media reports, Sibanthracite is negotiating the purchase of the North UPPK.

In 2018, the RBC newspaper wrote that the owner of Neftegazholding Eduard Khudainatov was interested in buying Sibanthracite. The company itself denied the sale plans [24] .

Meanwhile, the Kiyzassky open-pit mine is being accused of harsh criticism in the media for the negative impact on the environmental situation [25] . After the entry of Kizysky Open-pit Mine into the Sibanthracite Group, the former general director of the open pit, Nikolay Zarubin, was dismissed. According to sources, the main reason for his dismissal was his violation of environmental laws [26] . In an interview with RBC, the head of Sibanthracite Barsky said that there were no threats to the company's work [27] .

In April 2019, Sibanthracite announced that the construction time for the Severomuisky tunnel on the Baikal-Amur Railway would be 5 years [28] .

Vostokugol Management Company

Vostokugol Management Company on a parity basis belongs to Dmitry Bosov and Alexander Isaev (chairman of the board). VostokUgol specializes in creating new coal and infrastructure projects. At present, the company, in partnership with Rostec State Corporation , is building the coal terminal Port Vera ( Primorsky Krai ) and is preparing to start production at the largest in the Far East region, the Ogodzhinsky coal deposit. The Arctic Mining Company (AGK), which is part of the Vostokugol management company, is implementing a project to begin development of coal deposits on the Taimyr Peninsula.

Earlier, representatives of VostokUgol Management Company stated that by 2023 they would increase production in Taimyr to 30 million tons. However, as media reported, these plans were revised downward due to the lack of a proven resource base [29] .

According to the Telegram channel Nezigar on April 17, 2019 , the FSB in the Krasnoyarsk Territory on April 8, 2019 opened a criminal case against the AGK. According to Nezygar, company managers are suspected of illegal coal sales in the absence of a coal mining license. One of the grounds for initiating a case was the results of an audit of the activities of AGK by Rosprirodnadzor in 2017. In 2017, Rosprirodnadzor imposed a fine on 954 million rubles to AGK, believing that it was carrying out illegal coal mining. The Arctic Mining Company disputes the results of the audit in court [30] .
