Biography

Born on March 30 ( April 11 ), 1845 in the village of Mologino, Tver province . He graduated from the Tver Theological Seminary and the St. Petersburg Theological Academy .

From October 24, 1872, he began to teach Greek and Russian, as well as Russian literature in Simbirsk : in a theological seminary , military gymnasium (from 1873) and men's gymnasium (in 1879-1882). Since April 1, 1882 he was an inspector of public schools of the Orenburg province ; From January 18, 1890 to May 1917, he was the director of public schools in the Perm province . He was promoted to the rank of State Counselor on May 14, 1896.

He supported the opening of zemstvo schools as more democratic and solid, defended the right of everyone to primary education, developed a program for introducing universal primary education for children in the Perm province at the expense of additional costs of the zemstvo. In 1904, he advocated the creation of a unified primary school under state control.

He was awarded the orders: St. Anne , 2nd art. (1894), St. Vladimir 3rd art. (1903), St. Stanislav 1st art. (1906).

He died in Ulyanovsk on August 25, 1928 .

He led public schools in the Perm province. He reached the rank of a real state adviser, invested his money in charity work, the maintenance of a kindergarten and a children's library in Perm, and a shelter for girls. In the village of Mologino, Rzhevsky district, he built a school and transferred it to the Zemstvo.
