The Baltic Pipeline System-II (BTS-2) is a system of trunk pipelines that made it possible to connect the Druzhba pipeline with Russian sea ports on the Baltic Sea along the route Unecha - Andreapol - Ust-Luga [1] . The system was launched on March 23, 2012.

Previously, it was planned that the port of Primorsk would become the endpoint of the pipeline, and a branch would go to Ust-Luga [2] . Subsequently, a branch to the Kirishi oil refinery was also excluded from the oil pipeline project.

Options

The capacity of the first start-up complex of the pipeline is 30 million tons of oil per year, and the second start-up complex is 50 million tons per year [3] . The length of the pipeline is about 1300 km. The diameter of the pipes is 1067 mm. The total project cost is estimated at $ 2 billion.

Prerequisites for the creation

The purpose of the construction is to reduce risks from oil transit through other countries. After the completion of the project, it is planned to reduce export deliveries to the Universa - Polotsk and Unecha - Mozyr oil pipelines of the Druzhba pipeline from 78.9 million tons per year to 41 million tons by 2010 and to 27 million tons by 2015. In particular, the Unecha BPS-2 (NPS-1) - Andreapol (NPS-5) section duplicates the emergency section of the Unecha - Polotsk Druzhba oil pipeline , which passes mainly through Belarus. [four]

In addition, after the commissioning of BPS-2 for Russia, the need to use the Yuzhny port and the Odessa-Brody oil pipeline will disappear [5] .

A number of experts express doubts about the advisability of building the BPS-2. Using the Druzhba – BTS-2 oil pipeline system will significantly increase the distance for pumping oil through pipelines. The route for transporting oil from Western Siberia to the Gulf of Finland will describe a gigantic arc through the middle Volga region (Samara) and the Central Black Earth region. The length of pipeline transportation will be about 4 thousand km, while the straight line distance is 2.3 thousand km, and during transportation through BPS-1 it will be about 3 thousand km. This is beneficial only to Transneft, whose revenues depend on the pumped ton-kilometers.

The most reasonable alternative is the creation of tanker terminals on the coast of the Barents Sea , in areas with favorable conditions for navigation. Such areas are the Kola Peninsula (for example, Murmansk , the distance to oil fields in the north of Western Siberia is about 2000 km) and the western coast of the Novaya Zemlya archipelago (for example, Belushya Guba , distance 1300 km). It is expected that the cost of exporting oil through the new pipeline will be higher than through the existing Druzhba system.

Project Progress

  • On June 10, 2009, with the ceremony of welding the first joint in the Bryansk region, the construction of the BTS-2 oil pipeline began. [7]
  • April 1, 2010 - 575 km of the linear part of the pipeline were welded into a string, 484 km laid in a trench, 456 km filled up. [8] In connection with ahead of schedule, it became possible to complete the construction of the first BTS-2 launch complex already at the end of 2011, which is six months ahead of schedule. [9]
  • September 28, 2010 - 985 km of the pipeline were welded into the line, which makes up more than 98% of the route. 930 km of pipes were laid in trenches, 920 km were filled in [10] .
  • October 10, 2010 - Ust-Luga tank farm is 70% ready. It remains to complete the premises and to equip the facility with equipment. On the linear part of BPS-2, hydrotesting of completed sections of the pipeline and in-line diagnostics are already underway.
  • October 28, 2010 - in the vicinity of the port of Ust-Luga, Leningrad Region, the final joint of the linear part of BTS-2 was welded. [eleven]
  • On August 1, 2011, Transneft began to fill the BPS-2 with process oil [12] .
  • March 23, 2012 began the shipment of oil from BPS-2 [13] .

In April 2016, the BTS-2 trunk oil pipelines, as well as the production facilities of Transneft Port Ust-Luga LLC, were transferred to the area of ​​responsibility of Transneft Baltika, a subsidiary of OJSC AK Transneft, (St. Petersburg). [14]
