Prior Events
Governor of the Orenburg region Yuri Berg was elected to the post of governor by the deputies of the Legislative Assembly of the Orenburg region and took office on June 15, 2010. On April 17, VTsIOM published a poll in which 47% of Orenburg residents expressed a desire to vote for Denis Pasler. The electoral potential of Denis Pasler was 71%. 39% spoke more positively about Denis Pasler, 3% rather negatively, did not hear anything about him and 58% of the respondents from the Orenburg region found it difficult to answer [9] .
The Expert Institute of Social Forecasting published a report in preparation for a single voting day with qualitative sociology of focus groups and polls of VTsIOM ratings of governors. Candidates
August 15, 2018 State Duma deputy from the LDPR faction Sergey Katasonov announced that he plans to take part in the election of the governor of the Orenburg region in 2019. This decision will depend on the position of the party [12] .
On April 25, 2019, United Russia announced the holding of primaries to nominate candidates for the post of governor. Oleg Dimov, secretary of the regional branch of United Russia, decided to propose the candidacy of the interim governor of the Orenburg region, Denis Pasler [13] .
On May 20, 2019, at the press conference in Orsk, the Communist Party Secretary of the Communist Party of the Russian Federation, Maxim Amelin, deputy of the Legislative Assembly of the Orenburg region, announced that he would be running for the post of governor of the Orenburg region [14] .
On May 23, 2019, Peter Kapishnikov, the former chief federal inspector for the Orenburg Region and the Republic of Bashkortostan, announced on radio Ekho Orenburg radio that announced that he had decided to nominate his candidacy. He did not specify which party is going to be nominated. The process of nominating candidates by political parties
United Russia
On April 29, 2019, the United Russia party began the primaries to nominate a party candidate for the upcoming elections. The approved list of candidates included three participants of the "United Russia primaries":
- Pasler, Denis Vladimirovich - Acting Governor.
- Moshkovskaya, Tatyana Olegovna - Head of the Orenburg Presidential Cadet School.
- Roman Tsukanov, secretary of the local branch of the United Russia party of the Leninsky district of the city of Orenburg, director of the Federal Postal Office of the Orenburg region [21] .
The victory was won by Denis Pasler, who was supported by 141 delegates at the regional conference on June 1, 2019 (92.16% of the 153 participants in the conference). Mashkovskaya was supported by 6 delegates, and Tsukanov - 6. Thus, the candidate of the party became the acting governor of the Orenburg region [22] .
"People's Freedom Party (PARNAS)"
On June 1, 2019, the regional branch of the People’s Freedom Party (PARNAS) nominated the leader of the regional branch, Sergei Stolpak. He was also supported by the gardening association "Spring", where he acts as a leader [23] .
"Defenders of the Fatherland"
On June 4, 2019, the regional conference of the Defenders of the Fatherland Party nominated the former federal inspector of the Orenburg Region and the Republic of Bashkortostan, Peter Kapishnikov. Petr Kapishnikov became a member of the party in February 2019. Officers' House, where the party was going to hold a conference, refused the party to hold the event. LDPR
On June 15, 2019, at the 58th extraordinary regional conference of the party in Orenburg, it decided to support the position of the highest council of the party on the non-nomination of a candidate for governor. August 15, 2018 State Duma Deputy Sergey Katasonov announced that he would run for office in the governors of the Orenburg region. He was supported by the deputy of the Legislative Assembly of the Orenburg region from the Liberal Democratic Party Sergei Mirokhin.
In the autumn of 2018, the leader of the Liberal Democratic Party of Russia Vladimir Zhirinovsky visited Orenburg. During his visit to the regional center, he said that the Liberal Democratic Party plans to nominate a candidate for the elections, but at the last moment the plans changed. The reason is not explained.
In 2014, the LDPR also did not participate in the election of the governor of the Orenburg region. Whereas the candidate from the united opposition was nominated by Sergey Katasonov.
He was supported not only by the Liberal Democrats, but also by the Communist Party of the Russian Federation and Fair Russia. This candidate had good chances, however, one day before the deadline for submitting applications for participation in the elections, the supreme council of the LDPR party expelled him from the gubernatorial race.
LDPR leader Vladimir Zhirinovsky said that in the presence of Yuri Berg he was told that Sergey Katasonov would be sent to prison if he went to the elections of the governor in 2014. So he explained the decision of the party to withdraw it from the elections. He made the corresponding statement in the radio studio "Echo of Moscow" in May 2019. [28] .
Sergey Katasonov explained to radio "Echo Orenburg" the decision of the party by the problem of the municipal filter. “We must realistically evaluate the party’s possibilities, including. The filter that we have today is 240 signatures. Today we have 37 municipal deputies from the Liberal Democratic Party. In 2014, when all the parties united and there was a single candidate, we summed up the necessary number of municipal deputies. Today we have no such possibility, I must say honestly. In our opinion, this is not correct, the presence of such a filter. It stops the real possibilities of the party if there are not enough deputies. Therefore, in order to collect one way or another you had to go and negotiate with the party in power and in fact with the candidate. I believe that if you participate in the elections, they must be honest to the end. Such semi-elections, when you came, asked, they gave you, under what conditions, we're all We understand. Therefore, I believe that the party weighed everything, a small number of local deputies and decided that under such conditions we will not nominate candidates from the Liberal Democratic Party in general. Fair Russia
On June 15, 2019, delegates to the party nominated Sergei Yatsyn, chairman of the council of the regional branch of the party, to elect the governor at the regional conference of Fair Russia in Orenburg. Deputy of the Legislative Assembly of the Orenburg region, elected from the "Fair Russia" Vladimir Frolov planned the nomination. But because of the decision of the regional branch of the party in the presidential elections of the Russian Federation in 2018, Mr Putin was denied support for his position and membership in the party. Therefore, "Fair Russia" could not nominate him a candidate for governor. [30] .
Democratic Party of Russia
On June 19, 2019, Konstantin Goryachev from the Democratic Party of Russia brought the documents on nomination to the Electoral Commission of the Orenburg Region. [31] .

Signature Collection Process
The candidate must pass 242 signatures of the municipal deputy, 41 of which must be from deputies of city councils and district councils in at least 32 district councils and city okrugs. The deadline is from July 19 to July 29, 2019. According to the materials of the publication "Orenday", the heads of the regions made lists and distributed the deputies to sign 2 candidates - Denis Pasler and Anatoly Kobzev. [32] .
Complaints about the signature collection process
Petr Kapishnikov filed a complaint with the Electoral Commission of the Orenburg Region about the obstacle to collecting signatures of municipal deputies. The election commission rejected the complaint due to the fact that the names of the deputies who were under pressure were not indicated. [33] .
Candidate Sergey Stolpak refused to collect the signatures of the deputies due to the fact that he addressed this request to Denis Pasler. “... I wrote to Denis Vladimirovich Pasler, to United Russia, to the Electoral Commission. I wrote, I ask for help in collecting this filter. I won’t collect. I will come to 29, zero will mean zero,” explained Stolpak. [34] .
The candidate from the Yabloko party for the post of governor of the Orenburg region, Rinat Khamiyev, participated in the press conference of the candidates from Yabloko and complained about the passage of the municipal filter. Rinat Khamiev told about the complaint to the prosecutor’s office of one of the candidates for governor, but he did not give his name. According to him, this complaint contains evidence of coercion of heads and heads of municipalities to put their signature for a particular candidate: “There are many facts that all the heads of municipalities were collected a month ago, all were given the installation. Accordingly, they chained in with all the deputies statements in support of specific deputies and in fact left no chance for independent candidates to pass the municipal filter. ” [35] .
The candidate of the Communist Party, Maxim Amelin complained of pressure on deputies when collecting signatures. “To my great regret, the administrative resource is trying to put pressure not only on its own, but even on our deputies,” said Maxim Amelin. [36] .
On July 9, three authorized deputies of the candidate for the post of governor of the Orenburg region, Petr Kapishnikov, Rinat Khamiev and Sergey Stolpak, decided to sue Denis Pasler to court, demanding that the governor Denis Pasler be removed from the election. They claim "multiple violations". According to candidates, municipal deputies are under pressure to collect signatures. According to Rinat Khamiev, that the candidates from “Fair Russia” and the CPSU Sergey Yatsyna and Anatoly Kobzev overcome the municipal filter, the “administrative resource” is used. In United Russia they claim that they do not exert pressure on municipal deputies and that every deputy has the freedom to choose which candidate to give the signature to. In the air of Echo Orenburg, a deputy of the Ileksky district complained about the forced collection of signatures for Denis Pasler. Deputy of the Free Village Council of the Ilek district from United Russia announced pressure from the district administration and the party to collect signatures for the municipal filter to run for governor candidates. About this Zoya Kravchenko told “Echo”. According to her, the head of the village council, Vladimir Kuznetsov, recommended that she sign in support of the acting governor Denis Pasler. Otherwise, she allegedly could lose her job: “Our head of the administration is Kuznetsov Vladimir Mikhailovich. He arrived at the school and said that by Monday he would have to cast his vote for Pasler. I said I would not. He said: then you will have to think about the place of work. Then it turned out that I had to go and pre-cast my vote for Pasler. ” On other similar cases in the village council, the deputy said that she did not know anything.
