Biography
After studying at the National Institute and the University of Chile , after which in 1878 he received a medical degree in surgery.
In 1877 he became an employee of the National Museum, and in 1878 he was appointed director of the Valparaiso Museum of Natural History. At the same time he became a professor of physical geography, cosmography and natural science in Liceu del Puerto, in 1882 he became the rector of this educational institution,
In 1881, during the Second Pacific War, he was entrusted with the leadership of the army health service, which was on a military expedition to Peru and participated in the battles of Chorrillo and Miraflores. Upon his return, he settled in Santiago and devoted himself to medical practice and teaching as a professor of forensic medicine and hygiene at the University of Chile.
In 1867-1870, 1873-1891. elected to the Chamber of Deputies of Chile .
In 1897-1909 - Member of the Senate, from 1901 to 1909 - Vice-President of the Senate.
Three times he served as Minister of Justice (1888, 1889, 1896-1897); in 1900, 1905 and 1907 - Minister of Foreign Affairs of Chile. In 1920, he was in the position of Minister of the Interior.
In 1920, the government commissioned him to conduct negotiations with Peru’s President Augusto Leghie , which further contributed to the signing of the Lima Treaty (1929) and the settlement of the territorial dispute over Tacna and Araki’s ownership .
In 1892 he was appointed director of the recently founded Institute of Hygiene. In 1894, he was elected General Secretary of the Second Scientific Congress, held in Santiago, and next year headed the delegation of Chile at the International Congress on Hygiene, held in Buenos Aires. Upon his return in 1894, he was elected President of the Scientific Society of Chile.
Author of a large number of scientific monographs.
