Biography
Born on September 21, 1957 in the village of Galkino, Shcherbakty district. He began his career as a mechanic at the Locomotive Depot of Pavlodar Station. In 1979 -80, he served as secretary of the Ermakov city committee of the Komsomol. In 1980 -82, he served in the Soviet Army. In 1982 - 1990 - senior economist, senior auditor, deputy head of the department of state revenues and taxes.
In 1986 he graduated from the Institute of National Economy ( Alma-Ata ) with a degree in economics. In 1991 -98 - head of the tax inspectorate in Pavlodar region. In 1998 -99 - Vice Minister of Energy, Industry and Trade of the Republic of Kazakhstan, 1999-2002 - Vice Minister of State Revenues of the Republic of Kazakhstan.
On March 7, 2003 he was appointed akim of the city of Pavlodar [1] , and on June 14, 2003 - akim of Pavlodar region [2] .
Since September 2008 - Deputy Minister of Finance of the Republic of Kazakhstan.
On October 13, 2008 by the Decree of the President of the Republic of Kazakhstan, he was appointed Deputy Head of the Administration of the President of the Republic of Kazakhstan [3] .
From August 24, 2009 [4] to July 2011 - Chairman of the Agency of the Republic of Kazakhstan for Civil Service.
From February 2012 to September 2013, he was the head of the apparatus of the Senate of the Parliament of the Republic of Kazakhstan [5] .
From September 2013 to July 2019 Head of the Representative Office of the President of the Republic of Kazakhstan in the Parliament of the Republic of Kazakhstan [6] [7] .
On August 26, 2019, by presidential decree, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kyrgyz Republic [8] .
