It was the second most important (after the " First Central Television Program ") flagship television channel as part of the Central Television of the USSR State Television and Radio. There were regional windows for broadcasting within their regions, as well as in other republics of the USSR.
History
It began broadcasting on February 14, 1956 . Initially broadcast only in the evening in Moscow and the Moscow Region . In the 1960s and 1970s, broadcast coverage was expanded.
The second program of Central Television was designed for an audience consisting of spectators from Moscow and the Moscow Region. However, the further development of technical means of transporting program II transmissions, the inclusion of new areas of the RSFSR, as well as Belarus, Latvia and Lithuania, raises a new question about the nature of broadcasting under this program.

On January 1, 1982, the television channel changed its status from regional to national. In the framework of gaining the all-Union status, the USSR State Television and Radio Broadcasting Organization organized the broadcasting of the “Second Broadcasting Program” on four ether doubles for the eastern territories (“Double-1, -2, -3, -4”) and regional windows for local television broadcasts.
He ceased to exist on September 16, 1991 . The production of most of its broadcasts was transferred to the All-Russian State Television and Radio Broadcasting Company.
