Results Management

Management by results is a management cycle within which target values ​​in the field of efficiency and effectiveness are determined; managers have the ability to achieve them; a measurement and a report on the results are made, and then this information is used in decisions about the financing, structure, functioning of programs, as well as in decisions about incentives and sanctions

Performance Management is widely used in the corporate and public sectors.

The purpose of the development and implementation of management in the public sector results is to increase the effectiveness of the activities of state authorities and local self-government in achieving measurable, transparent and understandable results for the public. Achieving this goal is possible by ensuring adequate determination and accounting of the achieved and expected results of all types and levels at all levels and at all stages of the administrative process in the Russian Federation. At the same time, results management is the content of public administration that determines the requirements for making management decisions at all stages of the development, implementation, monitoring and evaluation of public policies, government regulations, the execution of state (municipal) functions and the provision of state (municipal) services, professional performance state (municipal) employees

The term results-based management for the public sector in Russian practice and literature was first proposed by experts from the Moscow Center for Economic and Financial Consulting (CEFK)

The introduction of results-based management principles was one of the areas of administrative reform in the Russian Federation in the 2005 Concept of Administrative Reform in the Russian Federation

The main tools for managing the results in the public sector are:

- reports on the results and main lines of activity (DROND), which contain strategic goals, tactical objectives and performance indicators

- state programs of the Russian Federation and municipal programs (from 2010 to present)

- priority projects

- national projects (from 2018 to present)

The existing set of mechanisms and tools for managing results based on the activities of Russian executive authorities and local self-government (public administration based on results ) has developed over the past decade based on the results of their testing and implementation
