The State Commission for Prisoners of War, Hostages and Missing Citizens ( Azerb. Azərbaycan Respublikası Əsir və itkin düşmüş, girov götürülmüş vətəndaşlarla əlaqədar Dövlət Komissiyası ) is a state-owned and registered prisoner who is engaged in other with prisoners of war, hostages and missing.

History
The commission was established on July 13, 2012. The commission reports to the President of the Republic of Azerbaijan. The chairman is Myadat Guliyev. The Commission collaborates with the International Committee of the Red Cross (ICRC), UN , OSCE , and the International Working Group. [one]
Responsibilities
- Preparation and implementation of measures related to the return of prisoners and hostages to their homeland, the search for missing persons;
- Coordination of the activities of relevant state bodies, public and international organizations on the return of missing persons and prisoners;
- Collection of information on prisoners and missing persons of the Azerbaijan Republic, ensuring the creation of an appropriate information bank for registration and systematization of these data;
- Compilation of information, generalized references and relevant proposals on the status of affairs related to prisoners of war and missing citizens of the Republic of Azerbaijan;
- Taking measures to ensure the protection of the rights of citizens of the Republic of Azerbaijan captured;
- Regular contacts with prisoners of war and missing persons, contacts with other states, holding official meetings if necessary;
- In case of violation of the Geneva Conventions, the beginning of an investigation within the framework of the procedures set forth in these conventions;
- Collaboration with the International Committee of the Red Cross, other international organizations dealing with humanitarian issues, and persons active in this field, regarding the problems of prisoners and hostages;
- Taking measures for rehabilitation and social rehabilitation of persons returned from captivity and hostages;
- Ensuring the consideration of letters, applications and appeals regarding captured and missing hostages;
- Registration of persons who were captured or otherwise held on the territory of the Republic of Azerbaijan, monitoring compliance with the requirements of the Geneva Conventions.
The commission builds its activities on a voluntary basis and regularly informs the public about the activities carried out in connection with captured and missing hostages. [2]
