Ignatyuk Natalya Aleksandrovna (born December 25, 1960, Kuzbass) is a Russian scientist-researcher of state and municipal government systems. The codifier of the legislation of the city of Moscow in the form of a Collection of the current legislation of the city of Moscow, the author-compiler of the Register of powers of management entities under the legislation of the Russian Federation.

N. A. Ignatyuk is not a “cabinet” researcher, she conducts all studies in the field research mode (empirically) with training in new professions, skills and abilities.

Biography
Born in the mining village of Malyshev Log, near the city of Kaltan, Kemerovo region. Belkin's father, Alexander Eliseevich, a veteran of the Great Patriotic War, died of wounds in 1974. Belkin’s mother, Evgenia Ilyevna, died 2 months before her father’s death.
Received a medical degree in 1979. In 1985, she entered the Faculty of Law at Kemerovo State University, and successfully graduated in 1990 with a degree in law.
From 1991 to 1993, she was on an ongoing basis an assistant to the People's Deputy of the RSFSR, thus 538, member of the Supreme Council of the RSFSR, Secretary of the Committee of the Supreme Council of the RSFSR on legislation A.F. Bir.
After the shooting of the building of the Supreme Council of the RSFSR in October 1993, she headed the Legal Department in the Novokuznetsk municipal district.
From 1996 to 2009, he was a leading researcher at the Institute of Legislation and Comparative Law under the Government of the Russian Federation.
In 1997, at the Institute of Legislation and Comparative Law under the Government of the Russian Federation, she defended her thesis “Legal Problems of Relations between Executive Authorities of the Subjects of the Russian Federation and Local Government”.
Married, husband is a civil servant; two children (son and daughter).
To understand the internal organizational processes in management systems and to conduct better research, she received 4 additional education: Higher School of Television on Shabolovka (2010), specialty "Modern technologies for conducting television programs"; Moscow State Academic College in memory of 1905, majoring in "Fundamentals of Fine Arts" (2014); Institute of Continuing Education, Moscow State University of Design and Technology (2016); School of producers with a degree in Online Education Producer (2019).
Scientific activity
The author of 60 scientific publications. Scientific activity of N. A. Ignatyuk is related to research in the field of the general part of administrative law (executive power), the foundations of municipal law, the principles of financial law, new directions in the development of information law and the theoretical foundations of public-private partnership. Much attention is paid to the analysis of law enforcement practice and legal monitoring, the development of new legal structures and their implementation in practice, new forms of project management.
N. A. Ignatyuk actively participated in the development of 52 draft federal laws and was an expert in 156 draft federal constitutional laws and federal laws: on the Government of the Russian Federation; about innovation; about municipal service; about a mortgage for military personnel; on the budget code; on civil service; on public-private partnerships, etc., as well as draft decisions on the principles of separation of powers and subjects of reference; on administrative reform; on state control; on the development of the system of executive bodies; on the regulation of the provision of public services by authorities, etc.
From 1998 to 2010 she carried out codification work of the legislation of the city of Moscow. She studied 122,000 legal acts of the city of Moscow, adopted from 1917 to 2010. 104,000 legal acts of this period are recognized as virtually null and void. As a result of the research, a collection of the current legislation of the city of Moscow was compiled and published (23 volumes), which was updated quarterly until 2011.
From 1997 to 2009, N. A. Ignatyuk conducted a study of the legislation of the Russian Federation and compiled a Register of powers of management entities in the Russian Federation (in electronic form).
N. A. Ignatyuk is the author of the first scientifically based textbook “Public-Private Partnership” and the textbook “Fundamentals of Public Economic Law of Russia”.
The practical significance of the scientific development of rumors, as one of the areas of development of information law, was not immediately appreciated by colleagues. However, time has shown that the relevance of the scientific development of this topic and the timely publication of the textbook “Rumors: Management Technologies” served to introduce relevant changes into the legislation of the Russian Federation.
N. A. Ignatyuk continues scientific research in the field of education, in particular in online education (emerging markets, areas of use, forms of online education, etc.), as well as research in the field of information flows in state and municipal government, forms of preventing the use of rumors in political competition, in the business environment and social services of the population, options for using rumors as instruments of offenses and / or crimes, in terms of “damping” social rumors, in lounging on social calm in society.
