Chingiz Oveys oglu Kajar ( azerb. Çingiz Oveys oğlu Qacar ; born June 6, 1929 , Baku ) - Azerbaijani physicist and public figure [1] , doctor of physical and mathematical sciences, professor, academician [1] and full member of the National Academy of Sciences of Azerbaijan , Honored Scientist of the Azerbaijan SSR, laureate of the State Prize of the Azerbaijan SSR .

Biography
Chingiz Oveys oglu Kajar was born in 1929 in Baku in the family of the radio engineer Sultan-Oveys Kajar, who was the son of Prince Ali-Kuli-Mirza Kajar . Like his father, he graduated from the Leningrad Polytechnic Institute (entered in 1947, graduated in 1953). At the end of the institute on July 17, 1953 he was enrolled as a senior laboratory assistant of the geophysical expedition of the Institute of Physics and Mathematics of the Academy of Sciences of the Azerbaijan SSR [1] .
On September 1, 1953, Chingiz Kajar was transferred to the post of junior research fellow, on June 1, 1961 - senior engineer, September 16, 1963 - acting senior research fellow, and January 1, 1964 - senior scientific fellow [1] .
Chingiz Kajar is the author of about 200 scientific works [2] , including 30, which were published abroad [1] . He was the first to decode the rotation spectra of the molecules of ethyl , propyl , isopropyl alcohol and ethyl mercaptan , studied their structural conformation and determined dipole moments . Kajar also first observed in the spectra of rotation of these molecules quantum double resonances of radio waves, microwaves, and microwaves [2] .
In 1970, he taught at the Faculty of Physics of Azerbaijan State University [2] . February 26, 1971 became head of the laboratory of microwave spectroscopy at the Institute of Physics and Mathematics [1] . In 1973 he defended his doctoral dissertation on the topic "Microwave spectroscopy of some monohydric alcohols and their substituted" [3] .
In 1980 he was elected a corresponding member, and in 2001 - a full member of the Azerbaijan Academy of Sciences. Prepared 6 Doctors of Sciences and 24 Doctors of Philosophy [2] .
On May 11, 1982, he was awarded the State Prize of the Azerbaijan SSR (for a complex of works on creating the scientific foundations for the development of designs and production technologies for electronic devices of widespread use) [4] , and on February 1, 1990 [4] he was awarded the title of Honored Scientist of the Azerbaijan SSR [ 2] . In 2004, by order of the President of Azerbaijan Ilham Aliyev, he was awarded the Order of Glory [5] for his achievements in the development of science in Azerbaijan, and in 2014, the Nusruddin Tusi Prize [2] . Also, Genghis Kajar is a laureate of the prize to them. Vavilov in scientific instrumentation [4] .
In addition to scientific works, Chingiz Kajar is also the author of a number of books on the history of Azerbaijan, such as “The Outstanding Sons of Ancient and Medieval Azerbaijan”, “Kadzhars”, “Old Baku”, “Old Shusha”. The last book in 2007 was awarded a gold medal in the nomination “Art Book” at the IV International Competition “Book Art” in Moscow [1] . In 2016, the presentation of his book “Nakhchivan - one of the oldest cities in the world” [6] .
Chingiz Kajar has also been collecting objects of applied art of Azerbaijan for many years [1] .
