Foundation for the preservation and study of native languages ​​of the peoples of the Russian Federation

The decree “On the establishment of the Fund for the Preservation and Study of the Native Languages ​​of the Peoples of the Russian Federation” was signed by the President of the Russian Federation on October 26, 2018 ^{[3] [4] [5] [6] [7]} . In October of the same year, within the framework of the parliamentary hearings “Linguistic diversity of the Russian Federation: state and prospects”, the main areas of work of the Foundation were discussed ^[8] .

On January 17, 2019, a joint order was signed by the Ministry of Education of the Russian Federation and the Federal Agency for Nationalities Affairs “On the establishment of the Fund for the Preservation and Study of the Mother Languages ​​of the Peoples of the Russian Federation and Approval of the Statutes of the Fund for the Preservation and Study of the Mother Languages ​​of the Peoples of the Russian Federation”. It establishes that the Foundation is a non-profit non-profit organization. The main purpose of the Foundation is to create conditions for the preservation and comprehensive development of the native languages ​​of the peoples of the Russian Federation, the expansion of educational organizations to ensure the rights of students and their parents to the free choice of a language of education, study and training among the languages ​​of the peoples of the Russian Federation ^[9] .

The composition of the Board of the Foundation and the composition of the Board of Trustees of the Foundation were approved by an order of the Government of the Russian Federation of January 19, 2019 ^[10] .

The Ministry of Justice of the Russian Federation Foundation was officially registered on February 21, 2019: thus, the Foundation was established in the year declared by the UN as the International Year of Indigenous Languages , and on International Mother Language Day , celebrated annually on February 21 ^[11] .

The first meeting of the Board and the Board of Trustees of the Foundation was held on February 6 ^[12] . The meeting discussed the priorities of the organization. The Minister of Education, Olga Vasilyeva, also reported that in 2019 the organizations would allocate 88 million rubles, in 2020 - 96 million, and in 2021 - 98 million ^[13] . On July 23, a government letter came into force to provide the Fund with funds from the federal budget, for which changes were made to the Rules for granting subsidies from the federal budget to non-profit organizations ^[14] .

The board of the fund includes both scientists and representatives of departments. The board was headed by MSU Vice-Rector philologist Tatyana Kortava , it also included Vladimir Grusman , Director of the Russian Museum of Ethnography, Andrei Golovnev , Director of the Museum of Anthropology and Ethnography of the Russian Academy of Sciences, Evgeny Golovko , Director of the Institute of Linguistic Studies of the Russian State University, Igor Nabok , Head of the Department of Pre-University Teaching the Russian Language as a foreigner at the Institute of Philology of the Moscow State Pedagogical University Elizaveta Khamrayeva , head of the department of the Ural-Altaic languages ​​of the Institute of Linguistics of the Russian Academy of Sciences Anna Dybo and others. From the Ministry of Education of the Russian Federation the deputy entered the board. Sergey Pilipenko , Director of the Department of State Policy in the Sphere of General Education; Deputy Head Mikhail Mishin , from FADN.

The Board of Trustees of the Foundation is headed by First Deputy Chairman of the Federation Council Nikolai Fedorov . The council included the head of the FADN Igor Barinov , the head of the Ministry of Education Olga Vasilyeva , the deputy minister of science and higher education Marina Borovskaya , the deputy minister of culture Olga Yarilova , the chairman of the State Duma Committee on Nationalities Ildar Gilmutdinov and others. Academic and teaching community in the council is represented by Valeriy Tishkov , Scientific Director of the Institute of Ethnology and Anthropology of the Russian Academy of Sciences, President of the Russian Academy of Education Yuri Zinchenko , Rector of the Russian State Pedagogical University Sergey Bogdanov , Chairman of the Coordination Council of the Association of Teachers of Russian Language and Literature Lyudmila Dudova and Director of the Institute of Linguistics of the Russian Academy of Sciences Andrei Kibrik .

• At the end of April 2019, the project “Beautiful Bashkir ” was launched on the channel “ Bashkortostan 24 ”, which is being implemented jointly with the Foundation. The project will show television lessons for mastering communication skills in the Bashkir language ^[15] .
• In June, Igor Barinov said that in 2019, the Foundation will focus on the work on creating textbooks on the languages ​​of indigenous minorities of the North, Siberia and the Far East: a competition will be announced for the development of teaching materials for primary general education under the subject areas “mother tongue” and "Literary reading in the native language". Thus, at least eight languages ​​of small nations will prepare two textbooks for students from grades 1 to 4 ^[16] .
• At the end of July, Ildar Gilmutdinov informed at a press conference that the Foundation is evaluating the draft concept of learning native languages, forms expert groups in different languages, prepares for a large language forum in Naryan-Mar in September, forms textbooks on certain languages ​​in the education system. He also noted that the Foundation will actively participate in the formation of a new generation of federal state educational standards ^[17] .
