Andrei Alexandrovich Borisov (born March 15, 1967 , Moscow , RSFSR , USSR [1] ) is a Russian political figure. The head of the city of Smolensk from March 22, 2019 [2] .

Biography
In 1985-1987, he served in the Soviet Army in Ukraine as part of the Strategic Missile Forces in military units 14389 and 43180. Since 1991, he worked as an engineer in the broadcasting sector of Sokolniki Park , in 1992 he graduated from the I State Oil and Gas Academy M. Gubkin . Since 1993, a broker at the Central Russian Universal Exchange (CIAB, Plekhanovsky Institute), in 1998 he took the position of General Director of Energotek-A LLC, from 1999 he replaced the head of Perekrestok-AMA LLC, in 2005-2007 he worked in other commercial structures [1] .
In 2007, he became a deputy of the Smolensk Regional Duma , in 2012 he headed the Control Department of the Smolensk Region [1] . In 2013, he graduated from the Finance Academy under the Government of the Russian Federation and took the post of first deputy head of the administration of the city of Smolensk, in 2015 he became vice-governor of the Smolensk region (he was responsible for construction and utilities , energy, transport and roads, construction supervision, state technical expertise, he was engaged in problems of deceived participants in shared construction) [3] . In February 2019, he resigned and submitted documents to participate in the competition for filling the vacancy of the head of Smolensk [1] .
On March 20, 2019, deputies of the Smolensk City Council unanimously elected A. Borisov as the new head of the city [3] (on December 22, 2018, his predecessor Vladimir Sovarenko was dismissed after harsh criticism from the region’s governor Alexei Ostrovsky [4] [5] , while Acting Head Dmitry Platonov wrote a letter of resignation on February 28, 2019. [6] The competition commission allowed three candidates to the election, the governor of the region proposed Borisov.7 Earlier, Borisov, like Ostrovsky, was a member of the LDPR , but he suspended membership in the party [8] . Borisov’s candidacy was supported by all 28 deputies present at the meeting [9] .
The entry of Andrei Borisov into the post of mayor of Smolensk took place on March 22 [2] .
