House Fastius (Casa del Fascio), also known as Palazzo Terragni, is a building located in the northern Italian city of Como , which is one of the recognized masterpieces of rational architecture.

History
Construction of the building was financed by textile entrepreneur Rodolfo Bernocchi, and Italian architect Giuseppe Terranyi was involved in designing it [1] . The construction of the building was begun in 1932 and completed in 1936. The first, more traditional, project was implemented in 1928.
Initially, the building was the headquarters of the nationalist party of Italy , and from 1957 to the present it has been the headquarters of the provincial tax police department. Also in this building there is a small museum of the 6th Legion of the tax police.
The building has the shape of a large rectangular parallelepiped : the length of each side is 33.20 meters, the height is 16.6 meters. The space of the building is organized by alternating “empty” (transparent) and “filled” (monumental) parts. This achieves the effect of the play of light and shade when the sun's rays enter the building through the glass roof. The harmony of the architectural ensemble is achieved by creating parallel and orthogonal lines that geometrically align the interior of the building.
The building, monumental in character, is in discord with the surrounding landscape and city buildings: its neighbors are Mount Brunate, the public theater and the Cathedral of Como.
For the construction of the building, the following materials were used: marble from the Botticino area, glass blocks , glass and metal alloys. Trani marble and Belgian black marble were used in the interior decoration.
Originally, the interior and exterior were decorated with colorful concrete panels with abstract paintings by Mario Radice, which are now lost.
Current State: MAARC
MAARC (Museo virtuale astrattismo e architettura razionalista Como) is a virtual museum project of rationalistic architecture in Como, created in 2013, with the aim of promoting and popularizing knowledge about abstract painting and rational architecture of Como.
In 2016–2017 The MAARC project began to actively promote the idea of the legal recognition of Palazzo Terragni as an object of cultural and historical heritage and creating on its platform a museum of Rational Architecture and Abstract Painting in the city of Como. This is evidenced by the activity of the MAARC group on Facebook [2] , the headlines in the local press [3] , the petition on Change.org, which is currently signed by more than 6,000 people. [4] The Association MAARC regularly holds conferences and lectures on rational architecture and abstract painting.
In 2016, they organized the conference “ Ilya Golosov / Giuseppe Terranyi. The artistic avant-garde : Moscow - Como, 1920-1940 ". It was attended by various speakers, including Anna Bronovitskaya, director of research at the Institute of Modernism and teacher of the MARSH School, Anna Vyazemtseva, senior researcher at the Research Institute of Scientific Research Institute of Epidemiology and postdoctoral student at Insubria University Como-Varese, and Sergei Kulikov, architectural historian, independent curator, member of the AIS. The purpose of this conference was to openly discuss not only the origins of rational architecture in its connection with Soviet constructivism , but also a discussion of the problems associated with the current state of rational architecture in Italy. This topic in Italy is still poorly understood, there are a huge number of lacunas and dark spots, which were formed due to the fact that it developed in the historical situation of fascism . Another goal of this conference was to draw public attention to the intentions of the association MAARC to turn Casa del Fasho into a museum of rational architecture and abstract painting.
This story looks very sharp: on the one hand, silence, reflecting the complexity of the problem of dealing with the period of fascism, even after decades, on the other - the easy transformation of the totalitarian regime that did not change its function into an art museum. The administrative building, at first the local department of the fascist party, then the tax inspectorate, suddenly opens its doors as a pleasant public space for the exposition of modern art. This is a question about the relationship to heritage.
This is especially interesting because the Germans are only now planning to remove the bushes in front of the House of Art in Munich, which Rem Koolhaas liked to talk about, because they have worked their past and now feel that you can use the structure of the Nazi regime according to its function without any equivalents. And in Italy there was no official, large-scale condemnation of fascism.
