Before the creation of the Central Red Cross and the war in the Donbass, Khmelnitskaya was engaged in legal practice, and also participated in trade union and youth public activities in Donetsk ^[10] .

The first public event as the creator of the MDG was the round table initiated by her with the presentation and discussion of a sociological study of humanitarian needs, the attitude of the residents of Donbass to humanitarian actors at the end of 2015 ^[11] .

Subsequently, the MDGs become the implementing partner in the region of a number of UN structural units and other international organizations, including the Food Security Cluster ^[12] , Save the Children ^[13] , the UN World Food Program ^[14] , and participate in the development of international humanitarian response plans for the region, together with OCHA of the United Nations ^[15] .

Her humanitarian activity is manifested in various aspects of influence on the social sphere of the region. For example, with 18 thousand local recipients of low-cost coal for the heating season of 2018-2019 under state social programs ^[16] , the central distribution center for 3 heating seasons of its activity, extrabudgetarily provided humanitarian coal with another 19,500 people ^[17] , but only as a result of one of 184 completed repair and restoration projects of social institutions ^[18] - the refurbished outpatient clinic in the Kiev region of Donetsk (in total 751 social facilities were restored in the territory ^[19] ), according to the city administration, access to medical care cabbage soup received 24 thousand people ^[20] .

In August 2017, widespread coverage in the Russian ^[21] and Ukrainian media ^[22] was received by the Khmelnitsky Donbass Refugee Repatriation Project ^[23] , which was negatively commented on by the Deputy Minister for Temporarily Occupied Territories and Internally Displaced Persons of Ukraine Georgy Tuka , noting that this project demonstrates the Kremlin's refusal to integrate the region ^[24] , Russian opposition leader , Konstantin Borovoy , on the other hand, stated that it was a manifestation of the Kremlin's plan to freeze the conflict and the expansion of the population ^[25] and Mr. avnoe Intelligence Ministry of Defense of Ukraine , stated that this project - a way of recruiting militants into the territory ^[26] . We are engaged exclusively in charity and humanitarian projects. We do not engage in politics, moreover, we do not fulfill any “orders”. Since 2014, we have been submitting this project to the UN. Therefore, calling it an order of Russia is completely incorrect. By the way, we will be glad if people from everywhere will come to the Donbass - from Russia, Belarus, Kazakhstan ... We are patriots of the Donbass, we want our region to develop

In addition to the direct organization of social projects ^[28] and the development of the non-profit sector in the region ^[29] , Khmelnitskaya is involved in monitoring and analyzing the social situation in the Donbass, acting as an industry expert on humanitarian issues ^[30] and its representative on international platforms, including European social -economic committee ^[31] , and its organization is also involved in the introduction and popularization of modern technologies in the region ^{[32] [33] [34]} .

Since 2016, her personal data has been present on the Mirotvorets website as an “accomplice of terrorists”, she is also separately devoted to a number of analytical articles on this and similar Internet portals with the question “Is it possible to cooperate with terrorists for humanitarian reasons?” ^{[ 35]} ., Its activity is called “a new word in a hybrid war” ^[36] with the help of which the “aggressor country” intends to “introduce a new kind of terrorism into the international circulation - with a human face” " ^[37] .
