Biography
He graduated from the Kostroma gymnasium (1844) and the law faculty of Moscow University [2] .
He began his journalistic work in the St. Petersburg Gazette under the editor V.F. Korsh . In 1866-1868 He was an active employee of the "Bulletin of Europe" , where he developed issues of zemstvo and city self-government. As a public figure, he worked hard during the peasant reform . A connoisseur of peasant affairs and peasant life, he also worked in primary public education, and was a prominent figure in the Zemstvo of the Kostroma province , where for many years, until his death, he was the leader of the nobility in his Vetluzhsky district ; he compiled a “Review of the ten-year activity of the Vetluzhsky Zemstvo: 1866-1876” ( Issue 1 , Issue 2 , Issue 3 ).
In 1882, he was among the "knowledgeable people" invited for meetings in St. Petersburg under the Ministry of Count Ignatiev. In 1890 he was promoted to the rank of State Councilor. [ specify ]
Died on June 10 ( 22 ), 1894 . He was buried in a cemetery in the Ipatiev Monastery .
Numerous magazine and newspaper articles by Kolyupanov were devoted to the development and clarification of many important issues of popular life.
In collaboration with Prince A. I. Vasilchikov and V. F. Luginin, he participated in the organization of small credit institutions. Being interested in loan and savings partnerships, the foundation of which was laid in the Kostroma province, he composed:

He also owns a number of historical works:

In the last years of his life, he was engaged (but did not have time to finish) compiling an extensive biography of A. I. Koshelev :
