Kakhol-lavan ( Heb. כחול לבן Kahol Laban , Blue-White; full name: Heb. " - political alliance in Israel . It was created to participate in the Knesset elections in 2019 by the Hosen le Yisrael (Israel Resilience Party), Yesh Atid and Telem [1] .

The Alliance is led by Benny Ganz and Yair Lapid . If this faction will form the government, Ganz will be prime minister until November 2021, and Lapid will be foreign minister and leader Tel Moshe Yaalon (the third number on the party list) as minister of defense. After that, Prime Minister will be Lapid, and Ganz - Minister of Defense [2] . They are followed by Gabi Ashkenazi , head of the Histadrut , Meir Cohen , , Ofer Shelah , and Orna Barbivai [3] [4] .

History
Israeli Resilience Party ( Hosen le-Israel )
On February 16, 2015, Ganz completed his service as chief of staff , and on July 2, 2018, a three-year legal moratorium expired, during which he could not run for the Knesset [5] . In September 2018, it became known that Ganz plans to engage in politics [6] .
On December 26, 2018, the 20th Knesset voted to dissolve and hold early elections. A day later, on December 27, after 109 people signed the list of founders, the party was officially registered under the name Hosen le Yisrael [7] .
Telem
In May 2016, Moshe Ya'alon resigned from his post as defense minister , amid widespread rumors that Benjamin Netanyahu was going to fire him. On March 12, 2017, Ya'alon officially renounced Likud membership, announcing that he would form a new party to challenge Netanyahu in the next election [8] .
Ya'alon registered with Telem on January 2, 2019 [9] . On January 29, 2019, Telem announced an alliance with Hosen le Yisrael [10] .
Yesh Atid
Yesh Atid was founded by Yair Lapid in 2012 on a centrist platform [11] . In 2013, he finished second in the general election , winning 19 seats [12] . He then entered into a coalition with Benjamin Netanyahu 's Likud .
In the run-up to the 2015 elections, the Lapid campaign continued to highlight economic problems, while at the same time sharply criticizing Netanyahu and his Likud party [13] [14] . Having received 11 seats, they took fourth place and remained in the opposition.
Merge
On February 21, 2019, the last day for the submission of voter lists to the Knesset, Yesh-Atid and Israel, Hosen le Yisrael announced that they would form a bloc for the upcoming elections. Gabi Ashkenazi , also a former chief of staff, will join the list in fourth place [15] .
Lapid declared on February 25, 2019 that the party wants to amend the draft law on the national state , intending to add an article on civil equality. [16] The party platform Kahol-Laban was published on March 6, 2019 [17] .

Platform
Kakhol Lavan announced its election program on March 6 [21] . It includes 24 points, most of which are devoted to socio-economic issues. In the political and security spheres, the alliance proposes to organize a regional conference with Arab states in order to “deepen the separation process from the Palestinians, while uncompromisingly supporting the security interests of the state and the freedom of action of the IDF” [22] .
Security
- Termination of payments to Hamas,
- Opposition to Iran
- A return to secrecy regarding the operational actions of the Israeli security forces outside the country,
- There will be no second delimitation ,
- State decisions of historical significance must be submitted to a referendum or to a vote in the Knesset, at least two thirds of the votes are required for adoption,
- Holding a regional conference with the participation of Arab countries interested in stability in the Middle East,
- Separation from the Palestinians under two basic conditions: only while preserving the security interests of the state and only if there is a guarantee of the possibility of complete freedom of action of the IDF ,
- The preservation of the Jewish majority in Israel and the maintenance of the Jewish character of the state; strengthening of settlement enclaves
- The Jordanian border will remain the eastern “border of security”
- Jerusalem is the one and indivisible capital of Israel.
Religion and State
- Saturday will be a special weekend; city and regional governments can, if they wish, allow public transport on Saturdays,
- The abolition of the ban on the operation of shops on Saturdays,

- The law on the Jewish character of the state : the introduction of equality in this basic law.
Social Security and Employment
- The increase in old-age benefits
- The increase in social allowance for the elderly and its binding to the growth of the average wage in the country,
- Changing the Bituah Leumi Act to create an incentive for older people to continue working after retirement age,
- Amendment of the law on the reduction of old-age benefit, in case an elderly person earns more than 5,646 shekels a month,
- Discount for seniors when using public transport - from 50% up to and including free travel,
- Solving the problems of refugee refugees who repatriated to Israel after 1953
- Increase the number of day care centers for the elderly
- Pension payments for repatriates who are entitled to pensions in countries of origin,
- Immigrants are a priority group of the population in obtaining social housing.
Civil Rights
- Available giyur for repatriates who are not recognized by Jews according to Halacha,
- Facilitate qualification confirmation for repatriate doctors who have received a degree abroad,
