Gennady Alexandrovich Babenko ( Ukrainian Gennady Oleksandrovich Babenko ; born , ) is a Crimean politician . The mayor of Simferopol (2006-2010). Member of the Supreme Council of the Autonomous Republic of Crimea (III, IV and VI convocations). Deputy Chairman of the Council of Ministers of Crimea (2002-2005).

Biography

He graduated from high school number 5 in Zhitomir in 1967. In 1972 he graduated from the Sevastopol Instrument-Making Institute with a degree in radio engineering. Member of the Association of Alumni of Radio Engineers [1] .

In early 1972, he worked as a laboratory assistant at the Leningrad Television Research Institute. Then he worked at the Simferopol plant Fiolent . First as an engineer and a process engineer, and then as deputy secretary and secretary of the Komsomol committee. Then he became the head of the department of Komsomol organizations of the Simferopol city committee of the Komsomol.

From 1981 to 1983 he studied at the Higher Party School at the Central Committee of the Communist Party of Ukraine in Kiev. After, he returned to Simferopol, where he was a party worker. He was an instructor in the organizational department of the central district committee of the party, secretary of the party committee of the production of leather and footwear association to them. F. E. Dzerzhinsky, second, first secretary of the central district party committee.

In November 1990, he became chairman of the Central District Council of Simferopol , and from February 1991 to May 1998 he was chairman of the executive committee of the region.

Chairman of the Crimean Federation of baseball and softball of Ukraine (since 1996).

In 1998, he was elected to the Crimean parliament , where he headed the commission on industry, construction, transport, communications and the fuel and energy complex. 1999 graduated from the Crimean Institute of Economics and Business Law with a degree in finance and credit. In 2001 he graduated from Odessa National Law Academy .

In 2002, he was again elected to the Supreme Council of Crimea. From 2002 to 2005 he was deputy chairman of the Council of Ministers of Crimea .

May 16, 2005 became the Minister of Construction Policy, Architecture and Housing and Utilities of the ARC in the government of Anatoly Matvienko , where he worked for a year [2] .

In March 2006, Babenko ran for the post of mayor of Simferopol with the support of the Party of Regions, of which he was a member. In the election, Babenko won 26% of the vote. However, despite this, the Simferopol City Territorial Electoral Commission has appointed repeated elections of the mayor. The reason was the exclusion from the ballots of the Republican Party member Alexander Gress on election day and the restoration of this list on the same day [3] [4] . The Court of Appeal of Crimea found this decision unlawful [5] . The Court of Appeal of Crimea ordered the re-election of the mayor [6] . Despite this, the Territorial Electoral Commission on June 4, 2006 registered Babenko with the mayor. At the very first meeting, Babenko proposed the candidacy of the member of the “ Russian Bloc ” Vladimir Blinov for the post of Secretary of the City Council, which was supported by deputies of the City Council [7] [8] .

On August 31, 2006, Babenko headed the Crimean branch of the Association of Ukrainian Cities [9] . In September 2007, Babenko became a member of the "Community of Siberians in the Crimea" [10]

At the end of 2008, a split occurred in the Crimean branch of the Party of Regions. The result was that the Simferopol City Council could not hold a meeting due to the conflict of some representatives of the Party of Regions and Babenko. The leader of the opponents Babenko was the secretary of the City Council Vladimir Blinov [11] . The deputy from the faction “For Yanukovych!” Boris Frotman accused Babenko of usurping power and the corruption component of his work [12] . These accusations were supported by deputies of the City Council from factions of the Bloc of Yulia Tymoshenko , the Communist Party , the Soyuz party, the Russian Bloc and the Not So election bloc, which merged into the "anti-Babank opposition" [13] [14] . In February 2009, the Political Council of the Party of Regions expelled Babenko from the party [15] .

On March 19, 2009 at a meeting of the City Council, deputy from the Russian Bloc party Natalia Lantukh broke four raw chicken eggs on Babenko’s head protesting against Belov’s dismissal [11] [16] . The Zheleznodorozhny District Court found Lantukh guilty of hooliganism and ordered her to pay a fine of 119 hryvnias [17] . The Court of Appeal of the Autonomous Republic of Crimea upheld this decision [18] .

September 14, 2009 the Council of the Crimean organization of the Party of Regions repeatedly expelled Babenko [19] . In October 2009, the leader of the Party of Regions, Viktor Yanukovych, said he would not support Babenko in the next mayoral election in Simferopol [20] .

The chief of the head of the Crimean police, Gennady Moskal, accused Gennady Babenko of making decisions related to the distribution of land and issues of alienation of property, only after agreement "with members of an organized criminal group - Mr. Melnik and Mr. Lukashev " [21] .

During the leadership of Simferopol Babenko opposed the return of the names of the streets of Catherine , Dolgorukovskaya , Potemkinskaya , Alexander Nevsky [22] . He also supported the assignment to the airport of Simferopol named after the pilot Sultan Amet-Khan [23] .

In December 2010, Babenko was admitted to the intensive care unit of the City Clinical Hospital No. 6 with a diagnosis of compression fracture of the spine [24] [25] .

From 2010 to 2014 - deputy of the Crimean parliament. Since October 2011 - Deputy Head of the Office of the President of the Supreme Council of Crimea and his deputies. From February to October 2014 - Chairman of the Permanent Commission of the Supreme Council of Crimea on industrial policy, transport, communications and the fuel and energy complex.

Since 2014 - Member of United Russia .

From 2014 to 2015 - Advisor to the Chairman of the State Council of Crimea .
