The Internet Development Fund (FRI) is a Russian non - profit organization founded by Relcom. Business Network ” and “ Demos — Internet ” in 2000.

The purpose of the Fund is to support a variety of projects to develop the Internet and information infrastructure, create and implement the latest information technologies . Among the main tasks of the FRI: support for projects to protect information on the Internet; organization and conduct of research in the field of information and communication technologies; promoting the development of the Internet as a safe space for children and youth; promoting the development of digital literacy among the general population of the Russian Federation.
Content
History
In December 2000, a Memorandum of Understanding was signed between the Russian Research Institute for Development of Public Networks ( RIPN ) and the Internet Development Fund, as a result of which an “Agreement on the participation of the Internet Development Fund in the development of the .su Internet Registry ” was formed and a Regulatory Committee was formed .Su registry. From that moment, the Internet Development Fund became the administrator of the .su zone and the authorized body managing the .su domain in the interests of the local and global Internet community and the accreditation of Registrars in the .su zone.
Foundation Activities
The Foundation takes an active part in shaping the global domain policy, is a member of the Association of Asian-Pacific Top Level Domain Registries ( APTLDs ), and works in a number of working groups of the Corporation for the Management of Domain Names and IP Addresses ( ICANN ). In order to counter and prevent the facts of violations related to the unlawful use of domain names in the .su domain, the Internet Development Fund collaborates with leading Russian expert organizations in the field of computer incident response.
FRI is a member of the International Information Security Research Consortium . Together with the National Research Institute " Higher School of Economics ", namely with its structural unit - the Moscow Institute of Electronics and Mathematics named after A. Tikhonov - is working to create a Center for the development of Internet infrastructure.
In 2009, FRI initiated and actively organizes [1] the Year of the Safe Internet in Russia [2] . From 2009 to the present, the Foundation has been organizing annual scientific and practical conferences dedicated to World Safe Internet Day . The Foundation is also the initiator and one of the organizers of the annual All-Russian contest “Positive Content” .
Foundation Research Projects
Since 2007, the Internet Development Fund has been conducting psychological and socio-psychological studies on the problems of perception and use of digital technologies by children and young people, including population studies covering all federal districts of the Russian Federation [3] [4] [5] . The Foundation participates in international studies jointly with the London School of Economics and Political Science in the framework of EU Kids II — IV projects [6] , as well as with the Institute for the Protection and Security of Citizens at the Center for Joint Research of the European Commission ( Institute for the Protection and Security of the Citizen (IPSC) (European Commission - Joint Research Center) in the framework of the project “Young Children (0-8) and Digital Technology” [7] [8] . In 2007-2019, the total number of respondents of various ages exceeded 20 thousand people. The fund has current data on the intensity and nature of the Internet -activity of children and their parents [9] , about the main risk factors [10] [11] [12] [13] that users encounter when using the Internet, about the features of parent-child relationships in the context of the use of digital technologies [14] [ 15] , problems of digital socialization [16] , mechanisms of Internet addiction [17] [18] , as well as the level of real ownership of digital technologies among representatives of different generations [19] [20] . The research results are presented in more than 100 scientific articles and monographs , as well as in the speeches of the Foundation staff in the media [21] [22] [23] [24] .
Educational Projects
The FRI is developing educational programs to enhance digital competence for different generations of Internet users, from primary school children to citizens of pre-retirement and retirement age. The quality of the programs is guaranteed by a unique scientific base, many years of experience in research, methodological and practical work. With the support of partners, over 320,000 children , adolescents, teachers and parents in various regions of the Russian Federation passed through the digital competency development programs developed by the Foundation. The Foundation’s employees published educational and methodological manuals on improving the digital competence of children and adolescents [25] [26] [27] , as well as a manual for people on pre-retirement and retirement ages [28] on Internet development. Together with Roskomnadzor , a training manual for teachers on the protection and management of personal data was prepared, including lessons for schoolchildren. Together with the Russian Word publishing house, workbooks and simulators have been prepared for the Cyber Security course [29] [30] for extracurricular activities for grades 5–9 in accordance with the requirements of the Federal State Educational Standard for Basic General Education .
Outreach
Under the editorship of the Foundation, the informational and analytical journal Children in the Information Society is published , which was established as part of the Year of the Safe Internet in Russia with the support of the Ministry of Telecom and Mass Communications of the Russian Federation and the Ministry of Education and Science of the Russian Federation in 2009. The Faculty of Psychology of Moscow State University named after MV Lomonosov provides scientific support for the publication. The content of the magazine is focused on the development , socialization and education of children in the modern world of global change and intensive development. The magazine is distributed free of charge and is aimed at parents, teachers, school psychologists and everyone who works with children. The magazine is available in electronic form on the fund's website, as well as in paper form. Certificate of registration of mass media: PI FS77-45884 of July 15, 2011, Roskomnadzor. ISSN 2313-075X.
Project Help Line “Children Online”
The All-Russian help line “Children Online” is a telephone and online counseling service that provides psychological and information support to Internet users in the event of a problem with its use. The help line began its work in 2009 as part of the Year of Safe Internet in Russia with the support of the Ministry of Communications and Mass Media of the Russian Federation. The target audience of the project is children, adolescents, parents and employees of educational and educational institutions. The calls and messages received on the line are answered by the psychologists of the Internet Development Fund and the graduates of the psychology department of Moscow State University named after MV Lomonosov who have undergone special training and education, as well as regularly participating in group supervision. During the project, its staff developed technologies and methods for the provision of psychological and informational assistance on the safe use of the Internet, as well as a professional training program for online counseling specialists. The Children Online help line number is included in the single federal helpline database for children, adolescents, and their parents. Permanent partners of the project are MTS PJSC and MGTS OJSC .
Rewards
The information portal of the Children Online Foundation, dedicated to the social, educational and research activities of the Foundation, in 2011 became the winner of the Runet Prize in the Safe Runet category [1] .
