Aramais Dzhlaganovich Dallakyan (born May 4, 1951) is a Russian politician, member of the Federation Council (since 2015).

Biography
In 1977, he graduated from the Higher Komsomol School under the Central Committee of the Komsomol (now the Moscow University of the Humanities ), in 1997 received a law degree from the Russian Academy of Public Administration under the President of the Russian Federation with a specialization in state construction and law.
From 1977 to 1990 he worked in Chukotka in the local governing structures of the Komsomol and the CPSU . In 1990, he was appointed First Deputy Chairman of the Council of People’s Deputies of the Chukotka Autonomous Region, in 1993 he moved to the district administration. In 1996–2008, he was deputy governor of the Chukotka Autonomous Region (until 2001, Alexander Nazarov , then Roman Abramovich ). He was responsible for issues of immigration control and international relations, as well as organizational and administrative legal issues, and headed the office of the governor and the district government. In 2006 he defended his thesis for the degree of candidate of economic sciences at the St. Petersburg State University of Engineering and Economics on the topic “Organizational-economic mechanism of financial stabilization of the northern regions: based on materials from the Chukotka Autonomous Region” [1] .
On October 12, 2008 he was elected a deputy of the Duma of the Chukotka Autonomous Region of the IV convocation, on October 22 he was elected Deputy Chairman of the Duma, who became Roman Abramovich [2] .
On March 13, 2011 he was elected to the Chukchi Duma of the V convocation from one of two three-member constituencies, and on March 29 he was re-elected one of the three first vice-chairmen, who again became Abramovich [3] .
On July 2, 2013, he was elected Chairman of the Duma after Abramovich left [4] .
On June 2, 2015, Efim Malkin , a representative of the legislative authority of Chukotka in the Federation Council, early refused the mandate. Dallakyan wrote an application for his release from the post of Chairman of the Chukotka Duma on June 5, 2015, and the deputies unanimously supported him, electing Valentina Rudchenko as the new speaker at the suggestion of the United Russia faction and giving secret powers to the Federation Council member [5] .
